Wonderful. Hope others read this and go through the steps as we did. And my sister also succeeded by disabling her Anti Virus first. And after doing the Cumulative Framework Update, do a restart before the 1909 one, and make sure you have the 1903 installed first. Microsoft does not tell you that.

For Windows 10 1903/1909, It is recommended to install servicing stack update KB4541338 before installing the cumulative updates.

2020-04-06T16:13:31+00:00 I was able to completely download and install the Cumulative first, then Restart. Go back to Updates and check for new updates. The 1909 came up. I downloaded and installed it successfully within 10 minutes. It restarted during the process twice. I have always used Windows Defender & Malware and Windows Firewall. I also had already installed last year, the 1903 Update. I can't say for sure, but it appears people who use different Anti Virus products are having issues with this new Update. Plus you probably need that 1903 installed first. It says FROM 1903 to 1909. You can call Microsoft or go to Microsoft Support on line, not this Community, because this is not actually Microsoft support. It is for Consumers to Discuss issues and seek solutions from Consumers, not Microsoft answers from Microsoft Technicians. My sister, Disabled her McAfee Antivirus long enough to install that 1909, but she also already had 1903 installed. Hers installed correctly. So, As everyone else on here, this is just a suggestion.
Thanks Ruth. As I said previously my desktop updated no problem from 1903 to 1909 latest March update. Problem is my Hp laptop where March Cumulative won't install. Last night I cleared all windows update history, Disabled Norton 360, turned off Internet and tried manual installation to no avail. The last time I had one of their techs connect to my laptop they told me it wasn't windows 10 compliant despite no issues till a similar issue when they sent out a dodgy update. They re-release it and it installed okay and has been fine to this latest fiasco. So I don't really trust these guys telling me to buy a new laptop unnecessarily. I also posted on the Tech support forum but no response as yet.

2020-04-06T10:39:51+00:00 I am not able to update my laptop from windows 10 1809 to 1909 . while downloading i am getting an error called 0*8007000e. due to this i am not able open chrome and automatically it gets closed and an the gets coverted to safe mode automatically. so kindly take a look for it . i trust you can give me a solution.
