Can try disabling and retry though it's not been an issue before and didn't affect my desktop. I did disk clean up and cleared the windows update folder but failed again. Going to clear it again and try manual installation with norton disabled next.

You make some excellent points too but to be honest with you: MY suspect in your case would be Norton. Have you consulted them about possible conflicts with 1909? We know they have had some issues https://community.norton.com/en/forums/windows-10-1903-1909-smbv3-security-patches

Have you consulted them about possible conflicts with 1909?
