Changelog for Cumulative updates released on March 10th, 2020 are as under:

  1. Windows 10 1903 and 1909~~: KB4540673~~ (OS Builds 18362.719)
  2. Windows 10 version 1809: KB4538461(OS Build 17763.1098)*

For Windows 10 1903/1909, It is recommended to install servicing stack update KB4541338 before installing the cumulative updates.

    Ok so after turning off secure boot in my BIOS and typing in some commands for windows defender and reinstalling the updates KB4551762, actually worked for me!

    STEPS I TOOK:

    1. Restart PC and boot to BIOS
    2. Turn off secure boot in BIOS
    3. Run CMD in admin rights and run the command:  "%programdata%\Microsoft\Windows Defender\Platform\4.18.1901-7\MpCmdRun.exe" -revertplatform (Your version might be different, *\4.18.1901-7*)
    4. Run command:  sc query windefend
    5. Run command:  sc qc windefend (Running this command can help with STEP 3 with identifying your windows defender platform version)
    6. Install the windows updates
    7. restart when asked
    8. Once installed successfully you can turn secure boot back on in you BIOS.

    Hope this helps anyone who might not have tried this.
