2020-02 Updates KB4524244 Locks Up My Computer and Fails Install

I doubt what you say is wrong, but it appears not to be true for everyone. I know I installed 1909 twice, but just can't quite recall whether the 2nd time was over itself or again over 1903. Definitely I lost no files or apps. Now I plugged in my USB Installation drive & clicked Setup.exe (which indeed is 18362 as you say). Here is what I get & currently I am 1909...

After clicking "Change what to keep", I get...

None of the choices is shaded or unavailable. However, I've seen your point before, & I used to warn folk to be sure they see that or to back out. I'll try hard to remember to include that warning again. Thanks for the reminder.

 Yes, variation does exist. In some cases the differences are hard to pin down exactly why. Since that variation does exist using the MCT 1909 created media(USB/DVD, mounted ISO) when attempting to perform an in-place/over the top install it as you noted is important to mention

 - the end-user may receive one of these two screens(one option to keep Nothing, the other option to with all three options)

For those attempts that yield the 'Keep Nothing' option the resultant setupact.log may show the reason(see below)

Target OS version: 10.0.18362.592

ConX::Compatibility::

 - the HOST is the current Win10 on the device (it may look backwards but its not, the Target is the version that the setup grabs from the MSFT servers during the install process[Note: the version, iirc will change depending upon the current cumulative update available)

While not a consolation at this time for those receiving the 'Keep Nothing' option the upcoming feature update 20H1(aka 2004) may once again provide a unique Win10 MCT created media(unlike the current MCT created 'dual personality'  1909/1903 version)

Have tried restoration , reset and reinstall of Win10 on just the laptop but get such instability that it won't work. Can get it on enough to uninstall most of the updates. The issues all started around the 2-11-2020 to 2-15-2020 updates . I've uninstalled the updates on my PC and haven't tried to reinstall anything there as the only issue at the moment is Horizon 4 game won't load. I'm saving it so if this laptop crashes I at least have a working computer in the house. Having access to web on two phones and tablet just aren't convenient enough when trying to repair something. I'm fairly decent with systems for someone in their 60s but my old Basic , DOS and Fortran experience doesn't always translate to fixing all the newer stuff. At the point where I might take this laptop to a computer repair place nearby where I can get Windows 10 reinstalled from disc or USB and then I can reinstall all my personal stuff and deleted apps.

hi Greg, win 10 can't tell exactly what build bc no access, computer

froze after feb 11 2020 auto update ...

x64 amd 4 core 8gb radeon, latest updates as there is no choice

to stop or delay updates on win10 at this point ...

no access after feb 11 2020 update,

freezes bsod corrupted screen cannot see error msg 

cannot boot

cannot access computer

next step ?

Download Windows 10 -- Always the latest released version, currently 1909

That would constitute an over-install of 1909 keeping all files, settings & apps. But - as you've got such instability - definitely ensure you backup important files & downloads to external media first. Also, it might be best to make a USB Installation drive with which to do the over-install. If it fails, you'll be able to try a clean install with it, instead.

FYI

 -  Both 1903 and 1909 share a common set of system files.

The current version of the 1909 MCT Tool or the stand-alone 1909 iso is based on 1903(not uniquely 1909) even though it does include 1909 bits and will clean install 1909(1909 is a simple, small update from 1903 and included in the bits during setup and final install prior to first logon)

What does the above mean and what has previously been seen?

 - Use of the MCT created media(USB/DVD or ISO) or stand-alone downloaded ISO[using a different browser UA string or Win7/8x device] or online 'Upgrade now) with 1903 bits(setup.exe is 18362, not 18363) used to perform an in-place upgrade(i.e. over-the-top-install) may not(and has not in reported cases) provide the all encompassing option 'Keep all files, settings, and apps' option => when the device is already at 1909(18363) - the target o/s on the system is newer than the o/s on the created MCT or ISO. 

 -i.e. 'Keep all files, settings, and apps' is a version specific option - same version to be available.

In the past, the MCT created media and/or ISO was uniquely version specific to the current feature/major update, this time around it was released with 1903 bits and the 1909 upgrade bits.

Thus, over-the-top install keeping 'everything' won't be available(grayed-out), only 'Keep personal files' and 'Keep Nothing'.
