VCRUNTIME140_1.dll Missing: where to get?

When trying to open app Creation Kit (for Bethesda's Skyrim SE computer game) ​I get error: "VCRUNTIME140_1.dll was not found. Reinstalling the program may fix this problem." Reinstalled app 3 times--but VCRUNTIME140_1.dll is still not on my Win10 machine, as per searches with FileExplorer.

Went to Microsoft.com to download and install Microsoft Visual C++ 2015 Redistributable (which apparently contains VCRUNTIME140_1.dll as default); but MS blocked download, as I already have the newer 2017 version of program (which is needed for Fallout 4 and FO4 CK, as well as other new games). 

So I tried installing Microsoft Visual C++ 2015-2019 Redistributable, thinking it would provide VCRUNTIME140_1.dll---but it does not. 

How do I get VCRUNTIME140_1.dll? Using Google, there are internet ads from no less than FIVE 3rd party providers on the web offering to "help" with free downloads of this specific .dll--so it seems I'm not the only app user experiencing this problem. Google it, or use Edge, and see for yourself.

But I'd prefer to get this file from Microsoft if at all possible, unless there is a specific 3rd party provider you can recommend. Can you help me?

Did you download and install both the x86 and x64 versions of the Microsoft Visual C++ 2015 - 2019 Redistributable, that should resolve this provided you install both versions . . .

    Clearly, Windows 10 is not garbage. It works for (almost) everyone else. I have had computers running for months on end without problems. Only rebooted after a Windows Update. So what is causing the problems you are having? Something, but it isn't "Windows 10"

    What I suggest you do is to put the old Samsung SSD back in, reset the BIOS to safe defaults, reformat the disc and install a vanilla Windows 10 setup, without installing ANY apps at all. Not changing any settings from the default.

    Leave that running for a week and see what happens.

    If it fails, that suggests it's a problem with a component you haven't changed.

    SO... What hardware do you suggest i change to fix thiese peoblems.. I have already replaced my 32GB Corsair Vengance 3000Mhz RAM with 3600Mhz, I changed my internal Samsung SSD to a 1TB Corsair NVMe SSD, I changed my GPU from a Nvidia 1060 to a Nvidia GTX 2060 and i still have complete slow down after leaving my PC on for more than 4 days and the screen & taskbar flickering is shocking. So if you think its hardware i'd like to know what you suggest. Maybe changing my Asus X570 Tuf Motherboard or maybe my Corsair 800w PSU. When do i stop? The only USB i use are for Keyboard, Printer, Phone and flash drive. I would like some more of your expert advise. 

    The apps installed are:-

    Sony Vegas (Steam purchase)

    Steam

    Green hell (Game)

    Osiris New Dawn (Game)

    RDR2 (Game) 

    My Media for Alexa

    Discord

    Telegram

    FLAC to MP3 converter

    MP3 Tag

    IoBIT PC Performance Pro (Never finds problems) Uninstalled to see if it was that causing problems but it wasn't.

    Windows Defender as security.. 

    I still get these problems with windows, not to mention the other problems i get. 

    I did a RAM test on boot up and no problems found.

    Personally i don't think it's my PC because i NEVER EVER had this many problems with windows 7. In fact i never had windows problems with 7.

    Windows 10 is just garbage!!!

    1.Fix your hardware, if its not letting you use the same product key its your hardware.

    2.Calm down its not microsoft its you "I HAVE TO BUY A LICENSE EVERYTIME AND ITS NOT WORTH THE COST.. UTTER B*****IT.." well I had to reformat and the same product key worked
