It is affecting the BIOS, but seems to be specific to HP computers.

"The update has triggered boot failures onHP computers for a number of users. These issues seem to be connected with ‘Sure Start Secure Boot Key Protection’, as one user explains:

“In our environment,this is happening on all HP AMD based machines with Sure Start Secure Boot Key Protection enabled. If we turn that off before the initial attempt to install the KB then the KB will install."

"We arealso having this issue on all of our HP EliteBook 745 G5’s with AMD Ryzen APU.Sure Start is enabled on all of them. We can confirm that Lenovo based AMD Ryzen laptops are not having the same issue with KB4524244 with Secure Boot enabled."

"We have sent the issue to Microsoft Platforms DSE and they are looking at the issue internally"

According to Forbes there are serious issues with this update, though Microsoft seems not to acknowledge them (despite users reporting computers not booting up at all!) 

I am not installing it and I would expect Microsoft to be more transparent and proactive when such problems are reported.

All as I can say is we rolled the update out to 230 Desktops/laptops all various ages and configurations and no issues have been reported, but I do believe there as been issues with HP PC's/Laptops of which we do not have any.

Why do people have to be so snarky?

It's not that you're wrong: It's that you could be kinder with a probably new-comer to PCs.  Even long-time experts can accidentally blow the hardware.  I suspect that the attempt to reseat the CPU lead to a discharge that fried either the CPU or the motherboard.  Failing the BIOS POST test does have nothing to do with Windows--much more fundamental to the hardware.  Time to return the PC to the seller.

But trying to figure out just WHAT a Windows Update affected can be frustrating, especially when the Windows icon appears, then you get the Black Screen.  Then the only way to fix it is by powering the PC up and down repeatedly until the blue Recovery screen allows you to start backing stuff out.

But after buying and building and fixing my family's and my PCs and laptops, starting with a PC's Limited in 1985 running DOS 2.x (That was what Dell was before it became Dell) I am frankly tired of, but resigned to the snark.  I don't always know the latest and greatest and some things are easier these days, sometimes much is hidden.  And MS has, in all of their products, never been particularly logical in navigating the menu pathways to what you need.

 This really doesnt sound like an issue resulting from running an update.  But an issue with the hardware. If it were me i would either return to the vendor, since its under 30 days, or attempt connecting the your hardware vendor support.

Onto the other issues of everyone's having issues with screens and boots. I was able to roll this back but booted to Ubuntu off a thumb drive, mou t the os, and remove the kb.
