*UPDATE* March 2021

It appears there is light at the end of the tunnel. MS is working on enhancing the HDR feature on Windows 10 to another level. With that there should be massive improvements in the way its implemented and work with games and the OS (I HOPE). I've personally called MS and escalated this to one of their engineers. Hope is on the way, see article below.

So if you install the latest Nvidia driver 451.48 or later combined with Windows 10 v.2004 it completely fixes the issue for me at least.. I see some post below of users saying it isn't working so I am changing the thread to not fixed.

I've tested past, current versions of Windows and scoured various forums for a fix. This is happening to many many people yet still not fixed... The Windows 10 Volume OSD turns HDR off or appears to have some sort of affect whilst adjusting the volume. When the Windows volume overlay appears on screen while HDR is enabled in fullscreen apps or games, the monitor goes dark. Once the overlay is off screen it turns back on. This is very annoying as I would like to use HDR without my screen turning off in the middle of competitive gaming. Also for what ever reason Nvidia Shadow play or recording doesnt work while HDR is enabled in Windows. Can someone make note of this and please fix it... I know this has been reported before but even on the insider additions of Windows the issues still resides.. :( 

The only temp fix I can find is turning on your mouse trail in the mouse settings in windows.. This eliminates the issue but who the heck wants a mouse trail!

    Try enabling the mouse trail in Windows, it's a temp fix but almost works 100% of the time. Another thing that helped me beyond the driver on the first post is formatting using their latest image from the media creation tool. The most recent image has 0 issues for me at least on my 2080 Ti and other PC with a RTX 3080.

    I already had tried that, and while it initially seemed to work, ultimately it didn't for me.  MadVR was a lot easier to use than I thought it would be.  Thank you anyway.  Note that I am using v461.72 of nVidia drivers and I was still having problems before using MadVR.

    I found the culprit! It is the xbox overlay system, opening it up and closing it causes all screen blackout issues with HDR to stop for me! even minimizing the game and bringing back does not cause the issue to reappear! EDIT: This might stand to reason that uninstalling might cause the issue to go away entirely?

    Doesn't fix it for me.. When I formatted recently the issue was gone for about a month. It came back after updating Nvidia drivers without running DDU or another form of clean install. I tried disabling and uninstalling xbox game bar and even making sure via power shell command to fully remove all traces.

    Get-AppxPackage -AllUsers Microsoft.XboxGamingOverlay | Remove-AppxPackage

    but this had no affect on it for me, not sure why the issue came back either. I was good for like a month. I think it has to do with installing nvidia drivers on top of one another or something who the **** knows.

    So I just took another crack at it.. and as of this moment the issue is resolved, most likely temporarily. LOL

    -exited MSI after burner / EVGA Precision

    -device manager>display adapters>rtx 3080 right click> uninstall this device>check the box delete driver software

    -start>run>msconfig set next boot for safe mode (dont reboot yet)

    -download DDU open it check the box that disables windows updates from installing GPU drivers

    -reboot into safe mode

    -start>run>msconfig select normal boot and disable safemode

    -run DDU remove all remaining traces of nvidia drivers

    -reboot and install the latest nvidia drivers

    One last thing I did is in the Nvidia control panel under Adjust Desktop Size and Position, check the box "Override the scaling mode set by games and programs"
