*UPDATE* March 2021

It appears there is light at the end of the tunnel. MS is working on enhancing the HDR feature on Windows 10 to another level. With that there should be massive improvements in the way its implemented and work with games and the OS (I HOPE). I've personally called MS and escalated this to one of their engineers. Hope is on the way, see article below.

So if you install the latest Nvidia driver 451.48 or later combined with Windows 10 v.2004 it completely fixes the issue for me at least.. I see some post below of users saying it isn't working so I am changing the thread to not fixed.

I've tested past, current versions of Windows and scoured various forums for a fix. This is happening to many many people yet still not fixed... The Windows 10 Volume OSD turns HDR off or appears to have some sort of affect whilst adjusting the volume. When the Windows volume overlay appears on screen while HDR is enabled in fullscreen apps or games, the monitor goes dark. Once the overlay is off screen it turns back on. This is very annoying as I would like to use HDR without my screen turning off in the middle of competitive gaming. Also for what ever reason Nvidia Shadow play or recording doesnt work while HDR is enabled in Windows. Can someone make note of this and please fix it... I know this has been reported before but even on the insider additions of Windows the issues still resides.. :( 

The only temp fix I can find is turning on your mouse trail in the mouse settings in windows.. This eliminates the issue but who the heck wants a mouse trail!

    When in Game Bar (Win+G), click the Performance option to enable the menu:

    Once enabled, the Performance menu will show up, where you can click the pin to enable the overlay:

    Showing up onscreen when pinned:

    If nothing happens when you hit Win+G, go into Settings to make sure Game Bar is enabled: Settings > Gaming > "Record game clips, screenshots, and broadcast using Game Bar" toggled on.

    So after a few hours I've found a very easy fix that works 100% of the time for this issue.  I should have realized it sooner but oh well. All I did was go into Game bar (Windows+G) and enable the overlay for Performance. That's it. It also seemed to work with the party chat overlay, too. It seems like any Windows 10 overlay with the "modern" design or UWP APIs (volume, music, game bar, etc) will do the trick, so I kept it simple with the performance overlay and now I've got 100% HDR in full screen on PUBG.

    Thank you SO much! Only fix that works so far!! Only issue is that I noticed odd FPS stuttering issues when it is pinned :/ and no it is not because my system cannot handle HDR, because it happens even on very light games.

    I noticed that on mine, too, but it seems to be intermittent and sometimes just goes away completely. I'm considering it a small price to pay since I can use HDR now. I noticed the stutter is a lot better if I use the smaller option of the overlay that doesn't show the graph, so maybe try that. If you think the constant updating of the Performance overlay is causing your stutter, join an Xbox party and turn on the overlay for party chat because that also fixed it for me.

    I assume this will also fix people who are having problems with HDR turning OFF when they use the volume overlay, although maybe this will just kill their HDR completely since their symptoms seem to be the reverse of mine. Either way, it seems like Windows HDR doesn't play nicely when modern UI elements go on and off the screen.
