Install attempt fails with error 0x800f0922 whether I run Windows Update to install this update or run windows10.0-kb4532695-x64_a85fd28af075ebfd8b0753d2c2aca244e926c3ce.msu

I have tried every suggestion by HiltonOishi in https://answers.microsoft.com/en-us/windows/forum/all/failed-install-attempt-error-code-0x800f0922/c5eb31d7-f04f-4ff8-9d6f-f39e4f03944b
After the update installs I restart the computer and when it reboots it gets to 93% in "Working on Updates" then I get "We couldn't complete the updates Undoing changes"
Windows Update says this is an optional update. Should I just ignore the problem till the next update?

You've got multiple System partitions. There's an EFI partition on Disk 1 with the UEFI install. There's a System Reserved partition on Disk 0 with a Legacy install which probably is your Win 7. And possibly there's another System Reserved partition on Disk 2 with another Legacy install. You didn't show a "Detail Part" of its partition 1. Windows doesn't like multiple System partitions during a reboot. It might not return to the same one.
It looks like a good BCD for the UEFI installation on Disk 1. All of the UEFI partitions are mentioned in the right places. But it is a single-boot BCD, meaning the Boot Manager is only aware of the Win 10 installation. There is no Boot Loader for Win 7, only one for Win 10.
If you want Win 7 with Win 10, really you should dual-boot it. That would eliminate its System Reserved partition. But I think you also need to reinstall it in UEFI mode. I've read it's no good to mix UEFI with Legacy. Do you still use Win 7? If not, then just wipe Disk 0 & repurpose it.
If Disk 2 is another installation, the same goes for that. Put it into a triple boot or wipe it.

Your last command was not quite syntactically correct, but this worked;
C:\Windows\system32>BCDEdit /Set {fwbootmgr} DisplayOrder {bootmgr} /AddFirst
The operation completed successfully.

I installed an SSD in this when I did the upgrade on a really old Toshiba and it now boots blindingly fast - must be cutting into new computer sales?
