How to open heic file

I downloaded photos from i Phone in miccroSD CARD but unable to open. It says download HEIC codecs.  The payment option is in US $ whereas I have Debit/Credit card of Indian Rupee. Please guide

To view HEIC/HEIF file on Windows 10 PC, the following 4 requirements are necessary.

  1. Update Windows 10 to 1809 or later
  2. In Microsoft Store, get the 'Microsoft Photos' (Released by Microsoft and Free) , and set it as Windows Default Photo Viewer
  3. In Microsoft Store, get the 'HEIF Image Extensions' (Released by Microsoft and Free)
  4. In Microsoft Store, get the 'HEVC Video Extensions from Device Manufacturer' (Released by Microsoft and Free)

Please note, there are 2 versions of 'HEVC Video Extensions', one you have to pay for $1, another is free, get the free one from the following URL:

    Nothing free about the link, says you have to redeem a code - WHAT CODE.

    Additionally, you tell us we have to download this and download that but provide no instructions on what we are supposed to do once we have downloaded the items. 

    Not that we can because there isn't anything "FREE" to download.

    After about an hour of trial and error, I confirmed that you must purchase and install the $0.99 HEVC Video extensions app from the Microsoft store before you can view HEIC photos in Windows 10.  The HEIC app was already installed on my computer, but the HEVC app was not.  Definitely a pain in the .... you know what.  The free version of the app is no longer supported by Microsoft.

    I don't recommend using third-party HEIC to JPEG online converters.  If you actually read the fine print in the terms of use, you are giving the owners of the web page the right to use your pictures royalty free.  Your choice... of course.

    App installed, uninstalled and reinstalled many times and still doesn't work. Useless advice Jimmy!

    I love how despite the string of similar comments about the apps failure no one from microsoft has jumped in again to offer help, LOL, they're probably hiding under the desk playing on xbox (or better games on playstation) doing something they can actually achieve.
