Why are these files appearing in quantity (every 15 minutes), while running Windows 10 home, in my /apps/local/temp folder? They did not appear before the last 3 days ago.

No. I do not have those programs installed on this laptop. I also disabled Smartbyte telemetry service (although it reappeared in my tasklist after doing so). However the mat-debug-xxxxxx.log files are still propagating (every 5-15 minutes) as zero byte files in my temp folder.
I have not only disabled the smartbyte service but also changed the executable so smartbyte does not appear in my task manager list of running processes. However, mat-debug-xxxxx.log zero byte files are still propagating in my temp folder, every 15 minutes or so. Is there an embedded addition that has been made to my operating system recently? I seem to remember a notification concerning this appearing on my screen a while back and I ignored it. I have Version 1909 10.018363 build 18363.
One additional possible culprit. I recently turned on some Intel tools.
I now note the following IRQs are providing periodic interrupts:

Are any of these likely to produce a "mat-debug" file?
Hey, I have this happening to me too. I am seeing mat-debug log files in the temp folder too and each of them is empty, all are 0 kb. It's happening suddenly since yesterday. You found anything on this ? I don't even know what's causing this since it started suddenly out of nowhere. Please let me know if you found any solution on how to prevent this behavior
Did you see any notifications concerning an embedded addition or change to your computer memory or operating system? Otherwise, I guess we can only wait for enough people to get involved so that one of them finds out the source and the resolution to disable whatever creates these zero byte files every 15 minutes.
