Why are these files appearing in quantity (every 15 minutes), while running Windows 10 home, in my /apps/local/temp folder? They did not appear before the last 3 days ago.

    Running MSCONFIG.EXE worked for me.  Reboot the first time with "normal startup".

    Yes. First delete the existing files in my temp folder and run Cleanmgr.exe once before going to Safe Mode. Make sure that it is checked to clean out all temporary files, temporary internet files, thumbnails, recycle bin files, and delivery optimization files. Also, I would delete browsing history including using Internet Options and cookies under Control Panel.

    Hello -- Thanks for the  info --- is MS Disk Cleaner  the  cleanmgr.exe program? 

    Sorry -- I  generally use a cmd window to type all my commands

    The only reason I can see the FIX works (still holding true after 5-6 shutdowns and startups of my laptop) is that I ran Disk Clean in Safe Mode and the Safe Mode configuration released files from active use that were deleted by that action, uniquely. All I know, is that it worked. If you want I can give you the boxes that I checked in using MS Disk Cleaner. Of course I also uninstalled One Drive and assured that Smartbyte Telemetry was disabled thoroughly before I ran in Safe Mode.

    no --- did not try safe-mode --- for now I am just deleting then 

    I can't see how running in safe mode makes sense
