Did you try the Safe Mode FIX?
mat-debug-xxxx.log files
Why are these files appearing in quantity (every 15 minutes), while running Windows 10 home, in my /apps/local/temp folder? They did not appear before the last 3 days ago.

2019-12-02T16:22:26+00:00 The FIX that has worked so far is this: I ran msconfig.exe, checked boot option box as "Safe Mode", and checked "minimum", then restarted the computer into Safe Mode and ran disk cleaner, then looked in temp file (found no files in my Temp folder, having cleaned them out before I restarted) and confirmed there were no files. Then I unchecked boot from Safe mode and rebooted back into normal windows 10. Viola! no more mat-debug files! This beats uninstalling and reinstalling stuff!

2019-12-01T12:42:29+00:00 Reinstalling graphics driver will fix this issue, if it didn't reinstall the audio driver, chipset driver and firmware driver will fix it.
It seems like its happening due to unsigned driver.
For more information regarding the fix you can follow the below guide
Method 1
To uninstall a graphic driver.
In search bar type as “add or remove programs” (without quotes)
Open the result
In it search for **"Nvidia"**if you have Nvidia graphic card and if its AMD graphic card search for "AMD"
Then uninstall all the results you find there related to the search.
Once uninstalled restart the system and visit your manufacturers website for downloading the available graphic driver for your system
Method 2
In case if you are having "Intel graphics" or you didn't find any results of both AMD and Nvidia you can follow the below guide to uninstall
Right click on the windows icon (Start Menu)
Select "Device Manager"
Expand "Display Adapters"
Right click on each item here
Select "Uninstall"
Press the F5 key on your keyboard
and restart
Method 3
If the above guide didn't work then reinstall the audio driver, follow the below guide to do so.
- Press Windows key + X and select device manager.
- Locate the audio driver and right click on it and select uninstall
(there will be two results of the audio driver which is "Audio input and sounds" and "sound video and game controller" uninstall the audio driver from both of the results, it will also ask you to "delete this driver" put a tick mark on the check box if asked)
- visit the manufacturer for installation of audio driver
Method 4
If the previous methods didn't help then install all the chipset drivers and firmware driverspresent in the manufacture's website.
Method 5
Even by executing all the above guide if the issue is still the same then you can follow the below method (which is to update all drivers in device manager)
To update all the divers -
Press Windows key + X and select device manager.
Then select Device Manager.
Select all category one by one (you can double click on the category to expand if you are not seeing the option "update driver") then right-click and
Select "Update Driver"
Then Select "Search automatically for updated driver software"
Do this for every categories lists present in device manager.
