bootrec not recognized by command prompt

Guys please help when I go to windows automatic repair an error pops out saying "Windows automatic repair could not fix your pc" so I tried going to command prompt running with admin of course and using the code bootrec /RebuildBcd and bootrec /FixBoot to fix it but a message pops out saying bootrec is not recognized so I don't know what to do. I tried searching bootrec.exe in drive c, windows, system 32 folder but I couldn't find it. How do i fix this and do I need a windows installation cd to activate bootrec and automatic repair or something? Please don't suggest using system restore points and system reset because I will not try those solutions for I already tried system restore and automatic repair still did not work and system reset for me will remove all my programs so I will not do it. I'm using windows 10 and with latest updates also tried sfc scan now with no issues and tried dism restorepoint already which completed successfully.

    I tried bootrec commands same error its not recognized. And step 8 where i rename the volume also has an error that the process is being used. I'm starting to lose hope. 😣

    But those are just a few steps out of 50--60 I've given you in this thread, including in another complete tutorial on everything possible to get Windows 10 started.  

    Please go back to the top and check off every step I wrote out and linked in tutorials.

    I just tried all the steps you have given me from this link https://answers.microsoft.com/en-us/windows/forum/windows\_10-performance/troubleshooting-windows-8-and-10-failure-to-start/bcf8503c-1b39-4827-9734-a64fef725d0f while on safe mode all successfully finished like the sfc scan and restorehealth with no issues. The only thing I havent tried is the reset and reformat which I said I wouldn't do. Bootrec commands still gives the same error "bootrec is not recognized as an internal or external command, operable program or batch file" in command prompt. And when I use the command ren f:\boot\bcd bcd.old an error pops out saying "the process cant access the file because it is being used by another process" even though I'm in safe mode. I just did everything you said still same result

    Your can keep repeating the BCD commands but I doubt it's going to change. Your install is not responding, probably too corrupted to repair.

    What about the rescue install I suggested. I would have already done one 15 minutes after I first suggested it days ago, which would tell us for sure whether the old install can start (from the Dual Boot Menu) and if not, give you a new install to build out side-by-side with your old one until ready to delete the old one and recover the space.
