bootrec not recognized by command prompt

Guys please help when I go to windows automatic repair an error pops out saying "Windows automatic repair could not fix your pc" so I tried going to command prompt running with admin of course and using the code bootrec /RebuildBcd and bootrec /FixBoot to fix it but a message pops out saying bootrec is not recognized so I don't know what to do. I tried searching bootrec.exe in drive c, windows, system 32 folder but I couldn't find it. How do i fix this and do I need a windows installation cd to activate bootrec and automatic repair or something? Please don't suggest using system restore points and system reset because I will not try those solutions for I already tried system restore and automatic repair still did not work and system reset for me will remove all my programs so I will not do it. I'm using windows 10 and with latest updates also tried sfc scan now with no issues and tried dism restorepoint already which completed successfully.

    I tried assigning it to disk b

    then close cmd to reopen it again as admin and then typed bootrec /rebuildbcd same error pops out 'bootrec' is not recognized as an internal or external command,

    operable program or batch file.

    even though I already assigned a volume

    so wait what you told me did not work? is that it? Do i need to clean install? because I dont want to. Or do you mean once I have clean installed before it wont work anymore?

    Mike, please read what I wrote. I said that BCD commands don't always work.

    For that reason I gave you earlier a way to do a rescue install that will often replace the boot manager with a new one to boot your old install. Did you read it?

    Then I also gave you a Clean Install to look over in case you want to do it in the future.

    Did you run List Volume again to confirm what drive letter it assigned to System Reserved partition?

    The reason I said to use Assign without giving a letter is because that doesn't always work.

    Remember that you have to substitute C with the actual System Reserved drive letter you give it in Steps 6, 7 and 8 here:

    Watch your spacing. It must be exact.

    this is what it says it looks like the assigning work. so what do i do now. If the letter assigning did not work how do I go back so that I can only use assign code only
