After upgrading my machine to Windows 10, 1909, the following window pops up every time I turn on my PC

HOW CAN I SOLVE THIS?

To remove the StartupCheckLibrary.dll error, first download Autoruns:

https://live.sysinternals.com/Autoruns.exe

  • Run Autoruns.exe as administrator.
  • In the Filterbox up top Enter: startupcheck
  • You should see a Task Scheduler entry:\Microsoft\Windows\Application Experience\StartupCheckLibrary
  • Right click on this entry and Delete.

...and that's the end of the error.

BTW Ignore any advice that recommends restoring this dll from quarantine. It's a CoinMiner and you really don't want it!

    Did you solve this problem?

    I had the same issue, and tried various one, but could not solve.

    Eventually I had to take my own solution, then did not happend the problem again.

    I heard this file is not essential for Windows 10 system, I tried to remove it from registry.

    In registry edit, I found the word "startupchecklibrary" and found the following folder.

    \HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Schedule\TaskCache\Tasks{391B74BA-C53C-4BDB-922C-B24E3ACFB09D}

    {391B74BA-C53C-4BDB-922C-B24E3ACFB09D} <I removed this folder from registry.

    Then the problem did not occur again, and the system works normally without any problem.

    (Through the upper folder name, it seems to be Task schedule)

    If you did not solve it yet, I recommend you to try this.

    My PC was unable to update Windows or install anything (languages for example) from Microsoft Store. Defender was basically missing and firewall was down. I had a blank screen when I went to check the protection in the settings.

    After you've fixed that, you'll be able to update your system and get Defender back to work. I believe that after that you will be able to go to Defender and allow startupchecklibrary.dll.
