I am using Windows 10 Pro Build 19013.vb_release.191025-1609. Now I cannot use external hard drives.
When plugging external hard drive I can hear the sound of something is connected. But, the drive never displayed in This PC.
Checking Disk Management, the disk is not even there.
Checking Device Manager, one device is malfunction: USB Attached SCSI (UAS) Mass Storage Device.
The device status is:

I don't understand this error.

EDIT: This appears to have now been fixed in the following build
It looks like this issue is acknowledged in the 'Known Issues' section of the latest Insider build.
So at least we know Microsoft is aware of the problem and we'll hopefully see it fixed soon. The bad news is, of course, that it's not fixed yet.
The (Code 10) error with enclosure iDsonix, (Not enough quota), has been fixed by MS in insider build 19555.1001.
The uaspstor.sys in build 19555 is dated 1/27/2020 and fixed this particular bug.
There were other problems with different enclosures that need to be checked out.
I'm running Windows 10 Insider Preview Slow Ring, and not receiving this build of windows 10 right now.
Change to fast ring if you want this build.
I'm on both slow and fast ring, waiting for the same fix on slow ring too.

My current workaround is to re-attach the drive until it is recognized by Windows.
This is strange, somehow Windows is rejecting my drive repeatedly saying sorry you don't have enough quota, and then boom, OKyou can come in. There is no pattern however. I initially thought Windows allow the drive to connect on every third trial, but no. Yesterday I have to do it almost eleven times.
And, this may be dangerous for the external drive, and the USB port(s).
I found out about this when I tried to record the error by reproducing it. My first attempt to reproduce the problem failed miserably, the drive is connected with no problem at all. Before that, I tried several times, including other USB ports. Then I decided to file a bug, and the drive was connected. :))
Well, of course I tried to record the bug again, and that time the problem was reproduced.

Please check for updates on the Chipset drivers and BIOS.

Check if the drive is assigned a drive letter.
Press Windows key + X
Click Disk Management
If you see your drive listed there, but no drive letter, right click it
Click Change Drive Letter and Paths
Click Add
Click Assign the following drive letter
Click in the Drive letter list box
Choose a drive letter - try choosing letters near the end of the alphabet
Click OK
Click OK again
If that does not work...
Press Windows key + X
Click Device Manager
Expand Disk drives
Right click the external drive
Click uninstall
Exit Device Manager, restart then check if its detected.
Open Devices and Printers, locate Unspecified device then manually reinstall the drive. First uninstall the USB Mass torage device driver.
I am now at 19008, and still cannot use external hard drives.
