System wide stuttering in latest install of windows after a fresh install

Hello,

I recently built a new computer and installed windows 10 on it. After I the first hour or so I started experiencing a system-wide stuttering. It happens while I play games, it happens while I watch Netflix, and it is happening while I type this. It makes any kind of media playback worthless. The audio and video are both effected during the stutters which last less than a second but occur about every 1-2 seconds. I have fully updated all my drivers including the bios, altered power settings, and other things mentioned in some of the older posts on this topic. I've included this snapshot of my setup since it seems to be a popular request on the older forums at least. I am wondering if there are new solutions since none of the ones that have been mentioned in the past have been helpful.

Another thing i did was run it in RAID mode over AHCI. That might help. Try it out before anything.

    The stuttering was random, it could happen within the first 5 minutes or within 2-3 hours after being on. The way I was testing was watching Netflix or a movie to see if the stutter and such was still there. I just restarted the PC right now. Gonna make some dinner while a movie is playing to see if it'll still stutter. 

    How quick did the stuttering occur for you?

    Same type of stuttering as you it seems. Fairly random, but it seemed that if I left my computer on overnight that it would always be stuttering in the morning. Not sure if that means anything except that the stuttering was inevitable. I thought I heard a stutter, but it was only one. Now I'm not sure if I am going insane or not. I've read that going back to windows 7 has worked for people... if only it wasnt being phased out in 5 days. Although it is tempting.

    Shiiiiii glad to know I'm not the only one going crazy over this issue. This issue has been tormenting me for months man. Yeah idk about going back to windows 7 man. Games won't run on it. So far nothing has happened on my end. One thing I'm debating is if we both just got crappy motherboards.

    I also updated the audio driver as well. I had it on before so I ran the Install Wizard, it uninstalled and reinstalled. Nothing so far yet.
