System wide stuttering in latest install of windows after a fresh install

Hello,

I recently built a new computer and installed windows 10 on it. After I the first hour or so I started experiencing a system-wide stuttering. It happens while I play games, it happens while I watch Netflix, and it is happening while I type this. It makes any kind of media playback worthless. The audio and video are both effected during the stutters which last less than a second but occur about every 1-2 seconds. I have fully updated all my drivers including the bios, altered power settings, and other things mentioned in some of the older posts on this topic. I've included this snapshot of my setup since it seems to be a popular request on the older forums at least. I am wondering if there are new solutions since none of the ones that have been mentioned in the past have been helpful.

Another thing i did was run it in RAID mode over AHCI. That might help. Try it out before anything.

    So, I have replaced the RAM and the motherboard. The motherboard is the exact same thing that I had (MSI X570 Gaming Pro Carbon Wifi) and the RAM is the highly recommended Corsair Vengeance LPX 3200. I have not had any problems since I did that, except now Windows wont accept my activation key since "It's on another computer". But that isn't a problem compared to the stuttering. It sounds like a motherboard issue and replacing it is the only solution. I will let you know if it starts stuttering again. It has only been a few hours so I am still weary.

    Hope all is well man! Idk if i mentioned that i had BSOD’ my PC and i had to reinstall windows and some updates. So far my system hasnt stuttered after the drivers were installed. I tested it for about 8 hours today gaming while watching netflix and no stutter so far.

    After turning off and back on, the stuttering has returned. The last 2 options I have are to replace my hard drive or the CPU. Those, plus the PSU, are the only parts I have not replaced.
