System wide stuttering in latest install of windows after a fresh install

Hello,

I recently built a new computer and installed windows 10 on it. After I the first hour or so I started experiencing a system-wide stuttering. It happens while I play games, it happens while I watch Netflix, and it is happening while I type this. It makes any kind of media playback worthless. The audio and video are both effected during the stutters which last less than a second but occur about every 1-2 seconds. I have fully updated all my drivers including the bios, altered power settings, and other things mentioned in some of the older posts on this topic. I've included this snapshot of my setup since it seems to be a popular request on the older forums at least. I am wondering if there are new solutions since none of the ones that have been mentioned in the past have been helpful.

Another thing i did was run it in RAID mode over AHCI. That might help. Try it out before anything.

    I just installed a new BIOS that was released on 1-08-2020 so we shall see if I still get the stutters.

    I also installed the new bios after experiencing more stuttering this morning. I am also waiting on a replacement motherboard. It is the exact same one, but I will be able to compare both at least. Will keep you updated.

    I am now experiencing stuttering issues after installing the new BIOS. The only hope that I have right now is to install the new motherboard when it gets here and see if that fixes the issue. Stay tuned

    Damn man. You're still getting the stutters after the new BIOS update? I've left my PC on while running videos while I went out grocery shopping. Im going to keep running it though and see if there is any stutters still.
