System wide stuttering in latest install of windows after a fresh install

Hello,

I recently built a new computer and installed windows 10 on it. After I the first hour or so I started experiencing a system-wide stuttering. It happens while I play games, it happens while I watch Netflix, and it is happening while I type this. It makes any kind of media playback worthless. The audio and video are both effected during the stutters which last less than a second but occur about every 1-2 seconds. I have fully updated all my drivers including the bios, altered power settings, and other things mentioned in some of the older posts on this topic. I've included this snapshot of my setup since it seems to be a popular request on the older forums at least. I am wondering if there are new solutions since none of the ones that have been mentioned in the past have been helpful.

Another thing i did was run it in RAID mode over AHCI. That might help. Try it out before anything.

    I just reinstalled the chipset software and it had a long list of things it had changed. So much that I couldn't even fit it on this reply because the message was over 60,000 characters. I'll keep you updated if anything happens or doesn't.

    Ahh Okay I'm having the issue as I type this then it went away. It'll happen again though. I just did that empty thing in the video so we shall see if it'll continue. I have a 750W Gold Plus PSU from Corsair. I had a 850W Bronze Plus PSU from Corsair previously and it was still doing it on both power supply. I even tried connecting an extra 4 Pin to the Motherboard for the CPU as it instructs in the MSI manual but still same thing. I wonder if anyone from Microsoft is going to find this conversation and see if they can point us to the right direction. I'm going to try to install the Chipset Software again right now.

    I use NZXT CAM or ASUS GPU Tweak2 depending on how I feel. I dont have or want any RGB so I have never had iCUE. I am connected to a microsoft keyboard and mouse ($30 from BestBuy) and a old Sony TV. I use an xbox controller for gaming which has a little dongle. I have a 650W Gold plus PSU and G.SKILL Ripjaws V Series DDR4 3200. I am fairly certain that my problem lies in a driver because after a fresh install with updated everything except the chipset (which I later updated with no improvement) I was experiencing the stuttering. At the time I only had almost nothing installed :( I cant remember exactly what it was, but I think I mention it in a previous post.

    I've watched this video as well and nothing so far... btw what peripherals are you using? Is it Corsair with iCUE? I've looked into if that could be an issue too as people were having similar problems with Nvidia and iCUE.
