System wide stuttering in latest install of windows after a fresh install

Hello,

I recently built a new computer and installed windows 10 on it. After I the first hour or so I started experiencing a system-wide stuttering. It happens while I play games, it happens while I watch Netflix, and it is happening while I type this. It makes any kind of media playback worthless. The audio and video are both effected during the stutters which last less than a second but occur about every 1-2 seconds. I have fully updated all my drivers including the bios, altered power settings, and other things mentioned in some of the older posts on this topic. I've included this snapshot of my setup since it seems to be a popular request on the older forums at least. I am wondering if there are new solutions since none of the ones that have been mentioned in the past have been helpful.

Another thing i did was run it in RAID mode over AHCI. That might help. Try it out before anything.

    I ran the driver verifier twice using the settings you mentioned and restarted the computer twice but nothing happened? Nothing is enabled in the startup tab in the task manager. The stuttering is back and it comes and goes it seems. Some restarts are normal some take longer than others, but I have not had it crash again.

    That's good information to know...this may tell us what is going on...

    We could run driver verifier...

    Go to Start > type in verifier > click verifier icon > click Create Standard sending > Automatically select all drivers on this computer

    THis will help us find what is causing the issues...

    So, everything is back to normal... I guess that means its one of my programs? Although, sometimes when I restart it the problem goes away until I turn it off and turn it back on. Also, I restarted it once without making any of the changes that you recommended and it crashed during restart. This has happened once before. I think the error was driver_power_state_error. This has happened once since the fresh install. Do I need to revert the setting to undo a clean install or does it only happen once and revert automatically?

    Thank you for the help! I did not see that solution on any of the other forums. I bet other may benefit from this a lot!

    Since you have updated the drivers / BIOS this is a good first step. My next phase would be to go in to Clean Boot (follow instructions below) and report back if the issues resolve themselves;

    In some cases some services cause the issue. When you say shuttering, does that mean it freezes up momentarily and then gets back to normal?
