Yeah I realized this on another one of my devices which only has the base game installed (No DLCs), the game works perfectly on there and the content seemed to have been added anyways. But the moment I downloaded one of the expansions it broke the launcher. Something tells me it's double installing over itself which is why the game won't launch properly to begin with.
Forza Horizon 4 won't launch
It ran great until I bought the Ultimate Add-Ons bundle, now it simply crashes after showing the splash screen for 30 seconds.
From the event viewer:
The program ForzaHorizon4.exe version 0.0.0.0 stopped interacting with Windows and was closed. To see if more information about the problem is available, check the problem history in the Security and Maintenance control panel.

Edit 12/13/2019: After installing the latest update last night, the game seemed to start fine. I will continue to update this post with status.
Edit 12/14/2019: The game no longer starts.
Edit 12/28/2019: See user realcoda's post on page 5 for a solution. Be sure to back up everything on your PC before attempting as it involves editing your registry.
Edit 2/19/2020: The game runs after today's patch.
Edit 2/21/2020: Today's patch has reintroduced the original issue.

2020-01-01T12:41:31+00:00 If only Forza would recognise it as a game problem, instead they don't and continue to press that it's our PC's and not on their end, and who knows, it could be our PC's, but only because their game messed it up to begin with, with the way it handles DLC expansions and probably how it incorporates them into the game during install.

2020-01-01T13:21:29+00:00 Hi yes totally agree. Microsoft have tested my pc and even installed latest version of windows 10,and they said it is not the pc. Xbox live have checked and there is no problem with them so it has to be the game. We just keep going round in circles with this. But i will not be beaten.
