Forza Horizon 4 won't launch

It ran great until I bought the Ultimate Add-Ons bundle, now it simply crashes after showing the splash screen for 30 seconds.

From the event viewer:

Edit 12/13/2019: After installing the latest update last night, the game seemed to start fine. I will continue to update this post with status.

Edit 12/14/2019: The game no longer starts.

Edit 12/28/2019: See user realcoda's post on page 5 for a solution. Be sure to back up everything on your PC before attempting as it involves editing your registry.

Edit 2/19/2020: The game runs after today's patch.

Edit 2/21/2020: Today's patch has reintroduced the original issue.

    my grandson has the game on his xbox on disc it runs fine then he upgraded with add ons and that works fine on xbox. ive just given an honest complaint to xbox explaining that they should at least say sorry to us and make a public statement to prove that it is being worked on. bet i wont hear back. i will stick to steam games,at least they help if things dont work.

    Think I'll stick with the cracked version at least it works, lesson learned never buy a game again.

    i know it is p---ing me off too. Thats all we get ...i dont know what we can do ,it is a shame because it is a fantastic game,i can still use it on my other pc,but not being very powerful it is like watching an old movie,and does my head in after a while. Bill Gates has a lot to answer for.All we can do is keep launching tickets and hope. Maybe i will start over and talk to microsoft again and see if they can do anything. i will post anything i hear. if anything.....

    Promoting new cars that's what whilst telling us to f"$k off smdfh. Well I need to sleep I just can't believe how they are f#@king ignoring and treating us. Why has nobody reported these clowns???

    Next steps

    If you’re still not getting anywhere, take the following steps:

    1. Ask the company if they’re a member of a trade association. Look on their website or ask them if you can’t see anything. Contact the trade association, explain the situation and see if they can advise you.
    2. If that still doesn’t work, ask the company if they’re a member of an alternative dispute resolution (ADR) scheme - it’s a way of solving disagreements without going to court. A third party will mediate to try and reach a solution.
    3. If they don’t respond, they’re not a member of an ADR scheme or won’t use ADR, keep a record of the fact that you asked them (and the date). You’ll need this if you end up in court.
    4. Choose a Trading Standards-approved ADR scheme yourself to try and solve the problem more informally. It’ll help you later if you end up going to court.

    5. Take your case to a small claims court. This is a last resort and can be expensive and time-consuming. You should only do this if the item was particularly expensive and you don’t mind the stress and time of going to court.
