I have been getting this message since the 3rd.  I have tried the sync troubleshooting steps but they have not worked.

I was finally able to fix this by going into the Shared experience settings in Windows 10

Click the start button and type Shared experiences and then open the setting. Toggle the On switch and see if that works. Even if the on switch is already on, toggle it off and then back on again and see if that fixes it. One thing to note is that you should probably only have My devices only in the dropdown menu.

In the end paid ms support resolved the issue for me.

The solution was to reinstall windows!

    Cheers.

Found something that may block connections for others. I had Hyper-V activated (installed) and later removed the feature. It left behind a bridge and some virtual adapters. Deleting them allowed me to finally connect.

    Hope this helps someone.

Same here - microsoft has blocked some VPN providers such that shared experiences, your phone app, and other microsoft services are unavailable until you disconnect your VPN or add a split tunnel configuration.

More on that last bit here:

The attempted shared experiences solution did not work. This is so frustrating. Microsoft's software has always been very buggy
