I have been getting this message since the 3rd.  I have tried the sync troubleshooting steps but they have not worked.

I was finally able to fix this by going into the Shared experience settings in Windows 10

Click the start button and type Shared experiences and then open the setting. Toggle the On switch and see if that works. Even if the on switch is already on, toggle it off and then back on again and see if that fixes it. One thing to note is that you should probably only have My devices only in the dropdown menu.

This was giving me fits, I tried literally every solution listed below.  TURNS OUT . . . my computer was lying about it being connected via bluetooth to my phone.  I removed it from the bluetooth and then reconnected and lo and behold, it works.

Pleased it worked for you...but it doesn't for me, unfortunately. No improvement at all:  Still gets stuck on the 60% mark on the PC. Meanwhile on the phone I am requested to select Send Notification on the PC, which of course is not available as an option.

At last I got the phone screen to display on my PC !

After many hours messing about, what worked for me was to log out of my local account on the PC and log back in directly with my Microsoft account - which I thought I has already done since I was logged in to my Outlook account with my Hotmail account, and to the Edge browser and indeed to the Your Phone app - but apparently not yet on a 'Networked' account on the PC !!

So I used the Sign In section on the Start panel at the left of the main screen to sign back in again with the same Hotmail address but selecting 'Microsoft account' NOT local account - and bingo !  All bits of the Your Phone app now work !!  Although it did take quite a bit of perseverance with authorisation codes, QR codes and what not to get there. Phew !

Of course I've also had to reconfigure my 'new' login account on the PC and for tidiness removed the old one. But all is grist to the mill as they say  . . ..
