Why does Microsoft not resolve  the problem?

Exactly my point! It's a MICROSOFT certificate that hasn't been UPDATED! It's still safe to allow it BECAUSE it's a Microsoft certificate! 

I will not reply to anymore posts. The problem has been solved for me,because I did the research. Good luck to everyone. 

Hello, I work at Microsoft.  I know there's an expired or invalid security certificate, so I'm going to watch your computer and then at the most inconvenient time, I'll take over your computer with the exposed .json file when you least expect it.

Now, doesn't that sound ridiculous?  Of course not, you're allowing an exception of an expired .json file to bypass a firewall block and expose your computer to the world of hackers.  If it's invalid, there's a reason!  Regardless of Microsoft, Google, or whatever it may be, you CAN'T TRUST expired certificates.  You're asking for trouble, smh :(

Again, it's a "bypass", not a "solution", duh.

This site is being accessed over my network from a server that has never once connected to emails or microsoft services.  There's something else going on there that nobody's talking about.  Bitdefender is blocking it from one of my servers that ONLY accesses and stores files from other computers.  You explain to me how this is possible?  Don't just go add an exception from a .json file, you're asking for trouble running in the background that you have no idea is even there.  This is a privacy intrusion IF it is from microsoft, but either way, it blocks attempts from connections on machines that don't even use these services.  Be careful.

My Bitdefender also finds this same URL and blocks it. I have never been to the web site and I don’t understand why Microsoft would use .json after com unless its malware or some type. It would be nice if someone from Microsoft would tell us if .json is suppose to be at the end of their URL.

Thank you everyone! Explanations have clarified the certificate issue.  What I still do not know is why or how "markets.books.microsoft.com" shows up on my computer in the first place for Bitdefender to block.  It comes up out of the blue when I am looking at articles that are totally unrelated.
