If restarting Windows File Explorer has no effect so you have more problems than the users in this topic.
Restarting Windows File Explorer should solve the problem....just for a moment.
All windows versions of all time sucks. Always new problems with new versions or release.
It's out of the subject but if you can't afford it and wan't to live in peace change to macos.
If not you will cry all your life... that's a fact.
We are waiting for microsoft to solve this problem on next update. And of course add new problems to bother us.
