It seems this has now been changed with the next update to version 2004 that will arrive in April or May.
File Explorer search not working in Windows 10 1909
Ever since I updated to Windows 10 1909 the Search Box in the File Explorer is completely unuseable. It shows a text cursor but I cannot click inside the box or type any text into it. Essentially it's a text box with no "wiring".
Any ideas how to resolve this issue? I'm having to resort to using a third-party search app just to find files in my projects.

Try deactivate Cortana via Registry.
It Works for me.
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Windows Search]
"AllowCortana"=dword:00000000
If you don´t have "Windows Search" Create it with the DWORD(32 bits) "AllowCortana" (0 deactivate, 1, actívate).
Warning, if you don´t know how, don´t try, please.

2020-01-25T04:56:55+00:00 My father had this issue, could not click on the search box, and it resolved when I changed the display options for the desktop and colors for windows/file explorer, and has not recurred. Changed default windows mode to dark, default app mode to light, and set a custom accent color. Don't understand how they could be related, but the search started working again and it stayed fixed after a reboot.
