I have tried setting DISPLAY, SCREEN and all the other settings to enable the screensaver to come on at the set time but nothing happens? I have to close the lid when I leave my laptop alone for awhile

I have a Dell XPS laptop running WIN 10 pro (1909) and have had this issue as long as I have had the computer. I go and change/re-apply all the settings for the screensaver and lock screen, and things work for a day or two, and then eventually stop working again. Specifically I always have the "on resume display logon screen" box checked.
Typically, I reset these and re-apply the settings, and things work for a bit, but then stop working after a few days.
After a lot of testing, I have found that my screensaver works as long as I do not have my VKB-Sim_Gladiator_MkII Joystick plugged into the usb port. I did read that most of the time where this issue is happening, it's related to usb devices / ports and the power settings, or glitchy drivers.
That said, when I first built my new pc the joystick was plugged in and the screensaver worked just fine. I still think it has something to do with usb devices, but the issue is with MS drivers that are part of the OS. Maybe someday they will fix that and things can return to normal. For now I just leave the joystick unplugged and everything is working good now for about 2 months.
I have not had the screensaver working problems for a couple of years with Windows 10. Just occasionally it would work for a day or so after an upgrade and then stop.
I unplugged all the USB devices - Logitech camera, MS joystick and CH Pro pedals (for flight sim). This did not work, however I was running nVidia GeForce Experience and selected IN-GAME OVERLAY OFF and the screensaver and power saving started working again reliably.
Since then I have had to start using Edge rather than IE 11 as MS Teams required it. When Edge is running it prevents the screensaver working. A full reboot will reset the system and it works again. This problem does not occur with IE 11. It seem Edge is preventing screensaver or power saving working.
So I have the same problem. I'm running a Dell Alienware - it is brand new (Feb 2020) with Intel i9-9900K, 32GB RAM. Running Windows 10 Home version 1909.
Screensaver worked for a little while at the start, then it no longer works. System is also not going to sleep or turning display off. It's just on all the time, even with default Balanced power mode.
I have also turned off the IN-GAME OVERLAY. Still no go.
NEED A SOLUTION PLEASE MICROSOFT!
So after the 1909 update, I found that my Sony NEX camera, when left plugged in to charge (via a powered USB Hub), was preventing the suspension. Disconnected the Hub first, resolved the issue, then going through each peripheral yielded the camera as the culprit. Perhaps review your connected USB devices and/or disable the USB controller.
