Screensaver is not working after Windows update to 1903.

Also not a reliable fix, as not everyone uses Geforce Experience.  I never install it to begin with.

If you don't know how to do this, there's a little known fact Nvidia does not tell everyone.  There are 2 types of video drivers they use.  The normal public ones are the wrong version of the drivers that can cause two problems.

1.  No Nvidia control panel

2.  You do not have the option of not installing Geforce Experience.  (Original issue when they first started shoving GE down people's throats like Microsoft likes to do with Windows Updates.)

If you set your timeout to 2 minutes, the screen saver works.  Any higher and it won't.  This is not a bug, it is a feature that just happens to be saving all of us every month on our power consumption bill.

i had the same experience.  after upgrading to Windows 2004 i noticed that the system was not going into sleep mode (30 minutes).  then i realized that the screensaver was not activating (10 minutes) and the monitor was not going into sleep mode (20 minutes).

unplugging the Logitech Extreme 3D Pro joystick and Logitech F310 gamepad from my USB hub and everything started working as it should.  will need to determine which device it is (or both) or if the hub as at fault.

everything was working OK under Windows 1909.

i have noticed that there are optional drivers being offered from Settings --> Update & Security --> View optional updates.  they are: "INTEL - USB - 10/3/2016 12:00:00 AM - 10.1.1.38".

it is listed twice.

in Device Manager under Universal Serial Bus controllers i have 2 entries for "Intel(R) 6 Series/C200 Series Chipset Family USB Enhanced Host Controller - 1C2D" and "... 1C26".  both of these show a driver version / date of 10.0.19041.1 / 6/21/2006.  clicking on Driver Details for each show 3 drivers (usbehci.sys, usbhub.sys, and usbport.sys) each with the same driver version of 10.0.19041.1

i'm wondering if these old drivers are part of the problem.

also under Device Manager under Human Interface Devices the following devices list a driver version of 10.0.19041.1 and a date of 6-21-2006.

   - HID-compliant consumer control device

   - HID-compliant system controller

   - HID-compliant vendor defined device (3 instances)

for these clicking on Driver Details states that "No driver files are required or have been loaded for this device".

after that are 4 Logitech entries:

   - Logitech HID-compliant Unifying device (2 instances, date / version: 5.92.28.0 / 4-3-2018)

   - Logitech Unifying USB receiver (date / version: 5.92.28.0 / 4-3-2018)

   - Logitech USB Input Device (date / version: 1,10.78.0 / 9-9-2016)

i suspect these are for my Logitech M510 wireless mouse.

finally there are two more entries:

   - USB Input Device (2 instances, date / version: 10.0.19041.1 / 6-21-2006)

Driver Details shows 3 files: hidclass.sys, hidparse.sys, and hidusb.sys

i believe these are for my USB connected UPS power supply and USB receiver (for the mouse) according to the Properties --> Details section

plugging in the joystick and gamepad added two more USB Input Device entries.

it will be interesting after i do more tests and finally install the Driver Updates from Windows what the versions will change to under the Human Interface Devices and Universal Serial Bus controllers sections for the devices i described.
