I have not heard a word from Microsoft or anyone else for the last month and a half. However, I performed a clean install of Windows 10 build 1903 last Saturday (for other reasons) and the problem does not occur on my system anymore. I have the power service running and the fans do not race. This is an FYI. I'm not stating that a clean install is the solution to the problem. I repair PCs and I have such a tremendous amount of diagnostic software and utilities on my system that I am still installing software almost a week later and I have a few more days to go. With the clean install clearing up the problem, it definitely appears that the problem is Windows related. I'll keep you posted if the symptoms re-occur while I am re-installing my software.
Hey there Richard I as well did a complete reinstall and was able to clear the problem as well - It appears that the original upgrade caused issues with a few programs that were at fault - I am not sure that was the problem however I am not seeing the temps.. rise as they were previously - I still believe windows was the issue. Thank you for your information - I will also keep you updated as I continue to see what and how this happened in the first place - thank you again
