Fans and CPU running very high Windows 10 Build 1903

Gaathan, theSETJ stated that after taking 2 days to restore his system, it did not resolve the problem.  The problem still existed on the new 1903 installation.  I hate to bash anyone in a forum, but I am very concerned about your suggestions to readers of my thread.  I know what it is like to have to re-install Windows 10 with a clean install.  I regularly perform clean installs on my systems since I am constantly upgrading the hardware.  No need for you to reply.

Ok no problem - My suggestions are also what Microsoft states so if I am wrong then so are they.   It works for me and a number of others that have followed the again suggestions your thread was great when it started but now I am concerned.  doing a clean install takes time and patience you need to really watch what is going on and not miss anything.  I am not the smartest out there and truly not trying to tell anyone what to do - again only a suggestion which Microsoft themselves has stated.  If you still believe what I am stating then let a moderator get back to me and I will no longer post as it does not matter to me if I post or not I know what works and what does not since for 25 years that was my career until I had to retire do to health

Gaathan, I also was in contact with Microsoft support.  The tech acknowledged the fact that this is a known OS issue and Microsoft would produce a fix via an update.  I am not aware of anyone recommending a system reset other than you which is why I am concerned with users performing this system reset unnecessarily.

Wow there is a lot of people with a lot of suggestions on how to make or install or update to 1903.  When I did my update the first time I did it through system settings then windows update - did not take long however it failed to update and reverted back to what I had already.  I figured this was due to prob my AVG Ultimate software in which I have had issues in the past the the fall 2018 creation.  So I decided to do this in a manner that worked for me in the past - I have multiple drives and use one drive only for my operating system as I am a Gamer and back in 2010 I made sure after my first gaming computer to have at least 2 drives.  I saw a post that Gaathan wrote on this very issue but I also say he or she was ridiculed for some suggestions oh well seen this on many threads when someone does not agree with them they like to post something negative or blame Microsoft for the issue.  I went and check and could not find anything that the version 1903 is known to be an issue by Microsoft however many are stating they have said that - still looking and again nothing that Microsoft posted that 1903 is a known issue.  So I decided to do what I did last year for their fall creation - a Clean install, removing everything on my drive that has the operating system.  Windows 10 version 1903 updated with no issues.  I did notice that my software was showing higher temps than usual and all 8 of my fans seems to be working more than before - I decided to check what was running on my system through the task manager and found a number of programs using resources and memory more so than previous so I made sure to disable those like Cortana ect.  now my heat and fans are working as they should - so maybe it is not working for others but as for me it worked fine and only took a few hours to fix.  

I would love to see a post from an actual Microsoft Support showing there are known issues with 1903 on their end and not people just saying it is as that just causes more trolls to actually gain momentum so if someone can link me to a Microsoft support specialist saying this I would be great.  Also not from an independent adviser, nothing against them but they are not Microsoft employees, agents.

The part you told about disabling Cortana, etc reminded me that first time I've installed Windows 10 I've disabled some features like Cortana and some other which gather information from my system. After updating to 1903 and resetting my PC, they are all re-enabled. I can say that your suggestion about disabling them can benefit one IMO. Thanks for that.

I thank you for your fast reply and I agree with you that Microsoft needs to either admit there 1903 update has some bugs that need addressed and yes when you update to 1903 all those programs that were disabled are enabled again and need to again be disabled

• I have reached out the other day to ask if MS is aware of all the postings that show this update for whatever reason is causing so many issues - I even brought up to them that the overheating in bot CPU and GPU's showed a significant increase in which it should not have happened - their reply to me was they showed nothing of the sort in testing.  I showed them actual proof of how this has effected water cooled CPU's as well as higher end graphic cards.  I was able to easily resolve all the issue quickly and actually like this update.  The only question that I had for RichardSchaefer_895 was to show me where Microsoft stated it was a known issue and there would be an update on this - 2 days ago when I brought this up the a MS Agent level 3 he stated nothing of the sort was known and no update at this time would be coming - so maybe he can tell you and you can let me know if possible as I love to keep records of all communications I have had for years with Microsoft.  Thanks again for your fast reply

JtoThomas, unfortunately, I don't have proof of the Microsoft tech admitting this is a Windows 10 version 1903 bug.  It occurred during a chat with Microsoft tech support.  He was probably a level 1 technician.  We discussed the issues during the chat and I informed him that the CPU was behaving as though the power plan was set on high performance mode.  The only way I could get the CPU and fans to stop racing was to disable the Power service.  He stated that Microsoft would be coming out with an update to fix the issue.  When I pressed him on whether this was then a know issue by Microsoft, he reluctantly admitted that it was.  The chat ended shortly after by mutual consent.  I don't even know what the tech's name was.  I don't know if he was supposed to acknowledge the existence of the problem, but when he stated Microsoft would release an update, he didn't have much choice.

I had a similar problem a few years back when I built my second system.  I set the power mode to high performance without knowing that it made the CPU run at 100% constantly.  I did determine that the power service was causing the problem and I disabled it to resolve that problem until a Microsoft tech informed me that the cause was using high performance mode.  Once I changed that to balanced mode, the problem resolved itself.  This is why I immediately went to disabling the Power service to see if that was a work-around for the 1903 issue and it was.

Hey there Richard - thanks for replying so fast to my question - I appreciate that you have given me a detailed account of you talk with a level 1 - I have been lucky in the past years to talk to level 4's.  I have seen quite a bit of issues talked about in this 1903 update and yes I agree 100% that there are issues with this update and most level 1's will prob state it is your other programs causing the issue - I do know there were a few issues with AVG ultimate and win 10 1903 I normally will disable this prior to an update but knowing AVG it reactivates once a reboot cause buy an update happens then well we all know what happens (could not install reverting back to previous setup) hate that.  Back in the day when I started building PC's I never really cared about multiple drives but in 2010 I started to build gaming pc's and learned that multiple drives are necessary on these rigs - glad I did as back when the fall creation came out in 2017 I think I had to do a fresh install and was glad I have 2 drives on that rig as once help the OS system and the other everything else.  Then came the 1903 had no issues with the 1800 version or 1803 cannot remember.  But this 1903 I had to do another clean install which worked fine - no issues other than resetting the power management as well as startup programs removing that Cortana which was a resource hog lol all is working great have not seen any issues when runing Diagnostics, etc.
