Fans and CPU running very high Windows 10 Build 1903

I upgraded to windows 10 version 1903 a few weeks ago.  Shortly afterwards I noticed that my fans were running extremely fast and my CPU temps per core were running in the mid 50s C at system idle.  Previously they were running in the mid to high 30s C.  Task Manager shows my CPU usage at 100%.  I get things back to normal if I disable the Power service, but as soon as I enable it again, my fans begin to race and the temps go up.  My system uses an ASRock motherboard with an Intel i7-8700k and an 8500 watt power supply.  I use the Balanced power setting profile.  Diagnostics for Power doesn't pick up anything and I can't find anything with Google for anyone with a similar problem.  I had a similar issue a couple of years back, but it was caused by me using the High Performance power profile.  Once I changed to the Balanced profile the problem disappeared.  This time, the problem is occurring with the Balanced power setting.  Any suggestions on how to resolve this would be appreciated.

    Gaathan, theSETJ stated that after taking 2 days to restore his system, it did not resolve the problem.  The problem still existed on the new 1903 installation.  I hate to bash anyone in a forum, but I am very concerned about your suggestions to readers of my thread.  I know what it is like to have to re-install Windows 10 with a clean install.  I regularly perform clean installs on my systems since I am constantly upgrading the hardware.  No need for you to reply.

    Ok no problem - My suggestions are also what Microsoft states so if I am wrong then so are they.   It works for me and a number of others that have followed the again suggestions your thread was great when it started but now I am concerned.  doing a clean install takes time and patience you need to really watch what is going on and not miss anything.  I am not the smartest out there and truly not trying to tell anyone what to do - again only a suggestion which Microsoft themselves has stated.  If you still believe what I am stating then let a moderator get back to me and I will no longer post as it does not matter to me if I post or not I know what works and what does not since for 25 years that was my career until I had to retire do to health

    It seems I couldn't clear myself in my last comment. I exactly told that it didn't work for me. I'm really really upset because of 2 days I wasted for resetting and reinstalling which gave me no good result. The problem still persists.

    And please be aware, as Microsoft tech guys state themselves, there are level 1 techs and level 2 or something like that. Level 1 guys, help a user with simple things that they may not be aware of. But I was not one of those users. I've talked with 5 or 6 of them and they told me everything that I'd already done. They were all wrong about what can fix my problem, though they all stated that they are sure it'll fix it.

    i do not think it will work for any of us. For those with our specific problem there are no programmes which cause this, only the os is the responsible. Come on! My laptop is brand new with only firefox, thunderbird, hw monitor,malwarebytes and adobe reader. No way this is due to applications, it is nearly barebone stock.

    Gaathan, I also was in contact with Microsoft support.  The tech acknowledged the fact that this is a known OS issue and Microsoft would produce a fix via an update.  I am not aware of anyone recommending a system reset other than you which is why I am concerned with users performing this system reset unnecessarily.
