Fans and CPU running very high Windows 10 Build 1903

After disabling Cortana, I confirm that I have a noticeable decrease in the CPU usage and CPU works 5 °C cooler. However, it can still be better than what it is now. I don't believe that Cortana is so much inefficient in resource usage. 

Agreed, Cortana was one of the bigger resource hogs - on my rig I ave a total of 5 others that are disabled which has improved the temps both on CPU, GPU, Memory and Power.  Like Richard I also am water cooled with dual 240 mm fans for the CPU. with 6 other 140 mm fans - unit I have in degrees F rather than Celsius and temps are running CPU about 85 average - GPU 77 F average Liquid 84 F average and power 87 F average - when gaming I am in the high 90's F to around 105 F.  I do have 2 programs that monitor temps, fans, mem, and power the NZXT Cam as well as the EVGA Precision XOC these programs work great

TheSETJ, very interesting.  I always have Cortana disabled.  I never use it.  My temps run mid 50's when I have Power service enabled and mid 30's when I disable it.  I have not checked to see if enabling Cortana would have an effect on either temperature range.  I have 6 fans and am water-cooled.  I will leave the Power service disabled until Microsoft comes out with a fix.

JtoThomas, This is off-topic, but I rely on multiple drives also.  I have a 500GB Samsung SSD boot drive and 4 1TB WD data drives in a RAID 10 configuration as well as 1TB and 3TB internal drives and a 4 TB external drive all for backup.  I also have an Intel Optane 32GB drive configured as a work drive.

When I speak or chat with a Microsoft tech, I don't bother asking what level they are.  All I want to know is can they help me.  If they state they will escalate my issue, I speak with the next contact.  I am hoping to see a fix from Microsoft soon.  My opinion is that there are too many users suffering from this problem for them to ignore it.  This is a basic Windows 10 operational issue we are dealing with.

Agreed 100% with you - hopefully they will have this resolved quickly as like you said there are many that are having issues and many that cannot even upgrade to 1903 without doing a complete install. - I like your setup with drives - for me I have 3 internal and 1 external all SSD's

my question is stupid,m but how i can tell the level of the ms operator? I think that most of the ones i talked to were sub zero, one did not know what v.core was, she told me to have my pc looked by someone keen on tech because for her the problem was me not understanding anything... interesting right?

Hey there - from what I have understood there are 5 levels of MS techs - 1-3 will talk to you over the phone and if your very luck - (winning the lottery) you might get a level 4.  The normally will not tell you unless asked.  I have dealt with level 1's that had as much knowledge as a level 3 and you are right Microsoft needs to understand and maybe they do there are many of us that hmm let's see might know a thing or too.  When someone tells me to take it to like Best Buy and have one of there techs look at your computer I just laugh as most of the time they do nothing and say your hard drive went bad - pretty rare I for what ever reason have never had a hard drive just go bad all of a sudden :)
