I upgraded to windows 10 version 1903 a few weeks ago. Shortly afterwards I noticed that my fans were running extremely fast and my CPU temps per core were running in the mid 50s C at system idle. Previously they were running in the mid to high 30s C. Task Manager shows my CPU usage at 100%. I get things back to normal if I disable the Power service, but as soon as I enable it again, my fans begin to race and the temps go up. My system uses an ASRock motherboard with an Intel i7-8700k and an 8500 watt power supply. I use the Balanced power setting profile. Diagnostics for Power doesn't pick up anything and I can't find anything with Google for anyone with a similar problem. I had a similar issue a couple of years back, but it was caused by me using the High Performance power profile. Once I changed to the Balanced profile the problem disappeared. This time, the problem is occurring with the Balanced power setting. Any suggestions on how to resolve this would be appreciated.

No helpful suggestions yet. I disabled the Power services through services.msc. I went to the Power service and disabled and then stopped the service. I then rebooted. This procedure should not give you any problems with permissions. I enable the Power service again for testing the same way. You have to reboot after enabling to start it. I'll keep you advised if I get any new information on this issue.
Hope you get some luck, I'm only showing 25-90% usage but it's causing my fans to run at near maximum and and any program I run lags like crazy on interaction. Media will play mostly ok but if I move the mouse or press a button everything collapses to sub slideshow speeds.
I don't have any troubleshootin skills to speak of but it sure wasn't like this before 1903 installed itself.
'update' - Didn't originally have 'authority' to stop the damn Power service but can prevent it from starting 'at next boot' and I guess I'm gonna have to just not re-enable it. At least I have 'some control' over this situation eh.
Well, it looks like no one has anything to say about this problem. I just activated the Power service and my fans started racing again. I have to disable the Power service again and reboot to get it to stop. I was hoping that Tuesday's updates would have resolved the problem, but they didn't. I'll update this thread so that it gets new sets of eyes on it, but I'm not expecting too much. Hopefully, someone will have suggestions.

I had seen this post already. The concepts discussed don't apply to my situation. Task Manager shows my CPU at 100% utilization, but other software shows that all cores are at idle or very low usage. Process Explorer also shows only a couple of percent usage for the CPU. I can provide screen captures if it would be helpful. It is strange that Task Manager shows 100% utilization and Process Explorer shows maybe 2 or 3% utilization. Disabling the Power service brings Task Manager back to normal and the fans stop racing.
The unit is a desktop PC. The temperatures are running in the mid 50s C at idle. I have 6 fans in the unit which are all working correctly and not dirty. This is a home brew system with an ASRock Fatal1ty K6 Professional motherboard, an Intel i7-8700k CPU, G. Skill TridentZ Series 16GB DDR4 3200, a Corsair Hydro Series H110i GT 280 mm, 2 WDC WD10EZEX-00BN5A0 1 TB in RAID 1, Seagate ST3000DM001-1CH166 3 TB, WDC WD10EZEX-00BN5A0 1TB, and EVGA GeForce GTX 1060 Video Card. The Corsair H2O system is functioning normally. The fans stop racing if I disable the Power service. This would indicate it is definitely a software issue since disabling the Power Service stops the fans from racing and Task Manager shows that CPU usage returns from 100% to a couple of percent. When I have the power service (Balanced) running, I have checked all the Power service parameters and all entries are OK for normal operation. I used Core Temp 1.13 to measure Core Temps. I also have HWMonitor and AIDA64 Extreme and other utilities available to provide statistics on CPU operation. Nothing in the Event Logs shows any problems while the Power service is running. I have to question if Microsoft has changed something in the Power service either accidentally or on purpose that is making the CPU race.
Any other suggestions to resolve this problem will be appreciated.
