Fans and CPU running very high Windows 10 Build 1903

hi, i I've figured out this issue that i also experienced. my laptop fan used to be making less sound but after updating windows to 1903 version it occurred and it's kinda frustrating me cause it's noisy.

I've done so many way to fix this issue but nothing worked. i don't get it but when i turn off the transparency effect in settings, the fan stop making loud sound and spinning as it used to be. i kinda feel weird about this because transparency effect makes your windows appearance looks great.

and i hope Microsoft can fix this issue asap because this is quite annoying

I have not heard a word from Microsoft or anyone else for the last month and a half.  However, I performed a clean install of Windows 10 build 1903 last Saturday (for other reasons) and the problem does not occur on my system anymore.  I have the power service running and the fans do not race.  This is an FYI.  I'm not stating that  a clean install is the solution to the problem.  I repair PCs and I have such a tremendous amount of diagnostic software and utilities on my system that I am still installing software almost a week later and I have a few more days to go.  With the clean install clearing up the problem, it definitely appears that the problem is Windows related.  I'll keep you posted if the symptoms re-occur while I am re-installing my software.

Both richard and I have done a complete reinstall of the window update to 1903 - this is a major time consuming effort since you are wiping your whose drive of everything and this will take time depending on your amount of programs, etc you have - Both Richard and I will update these post if we are able to determine what and why you're not able to update with doing a clean install - we will continue to update this information for you

Hey there Richard I as well did a complete reinstall and was able to clear the problem as well - It appears that the original upgrade caused issues with a few programs that were at fault - I am not sure that was the problem however I am not seeing the temps.. rise as they were previously - I still believe windows was the issue.   Thank you for your information - I will also keep you updated as I continue to see what and how this happened in the first place - thank you again

Setting here listening to my fan :)...has anyone heard anything about a fix for this problem?   My poor Surface just isn't the same since 1903 went in.
