Fans and CPU running very high Windows 10 Build 1903

I upgraded to windows 10 version 1903 a few weeks ago.  Shortly afterwards I noticed that my fans were running extremely fast and my CPU temps per core were running in the mid 50s C at system idle.  Previously they were running in the mid to high 30s C.  Task Manager shows my CPU usage at 100%.  I get things back to normal if I disable the Power service, but as soon as I enable it again, my fans begin to race and the temps go up.  My system uses an ASRock motherboard with an Intel i7-8700k and an 8500 watt power supply.  I use the Balanced power setting profile.  Diagnostics for Power doesn't pick up anything and I can't find anything with Google for anyone with a similar problem.  I had a similar issue a couple of years back, but it was caused by me using the High Performance power profile.  Once I changed to the Balanced profile the problem disappeared.  This time, the problem is occurring with the Balanced power setting.  Any suggestions on how to resolve this would be appreciated.

    i have contacted microsoft but they keep saying that i need to contact asus and that the problem isn't theirs because windows 1903 is equal for everyone and their personal rigs do not have this problems. I told them that i am not the only one and that there are several threads on the forum with platforms regarding dell and asus laptot as well as desktop cpus with asrock mobos and maybe some hedt mobos but they keep saying to contact asus. I spoke with two agents, the first one didn't understund much about this and didn't help me but at least she tried. The second one after a while of me insisting has stopped replying... i am furious! I am contacting intel and asus to hear from them but then i will contact microsoft managament directly because this is NOT possible. i am tired of this guys!

    I have upgraded this version to serve my business needs. The CPU of the device runs very hot when running 20 browser tabs on website design. I am working in 38LAND business and they do not like to delay.

    TheSETJ, you can disable the Power Service and the fans will slow down to normal speeds.  This should be an acceptable work-around until Microsoft fixes the issue.

    Can you please explain how to do that? I doubt I understood you right.

    By the way, if they slow down, CPU's temperature will go higher, I think!?

    Slowing down fans is useless. Cpu temp  will be higher.

    Our problem is not fans spinning too much. The reason for the fans spinning is high cpu temp due to this update problem. Lowering fan speed will not solve the problem

    I confirm that. After disabling Power service, CPU's temperature is about 50C when PC is idle. It was a bit lower (between 40-45C) before disabling the service.
