Fans and CPU running very high Windows 10 Build 1903

I upgraded to windows 10 version 1903 a few weeks ago.  Shortly afterwards I noticed that my fans were running extremely fast and my CPU temps per core were running in the mid 50s C at system idle.  Previously they were running in the mid to high 30s C.  Task Manager shows my CPU usage at 100%.  I get things back to normal if I disable the Power service, but as soon as I enable it again, my fans begin to race and the temps go up.  My system uses an ASRock motherboard with an Intel i7-8700k and an 8500 watt power supply.  I use the Balanced power setting profile.  Diagnostics for Power doesn't pick up anything and I can't find anything with Google for anyone with a similar problem.  I had a similar issue a couple of years back, but it was caused by me using the High Performance power profile.  Once I changed to the Balanced profile the problem disappeared.  This time, the problem is occurring with the Balanced power setting.  Any suggestions on how to resolve this would be appreciated.

    That's a shame!  You would think Microsoft would at least acknowledge receiving it.

    Alex, I agree with your assessment that it is an OS problem and Microsoft will have to fix it.  I was hoping that posting the problem here would bring it to Microsoft's attention, but it doesn't appear that it has done so.  I know my way around Windows 10 quite well and I have minor programming experience, but this is well over my head.  The "Balanced" power scheme is working like the "High Performance" mode is designed to work. Selecting High Performance mode for you power profile is what usually causes this type of behavior.  This is the type of issue that typically disappears with an MS upgrade without MS ever acknowledging it.

    Let's hope so...

    i made a very detailed report to microsoft from the issue center with screenshots of before and after with every single power profile ( 4 on battery and 3 on charge) but they never replied or analised my report............

    Yes Alex, it sounds like you are experiencing exactly what happened with me.  So far I have no solution and nobody has contributed anything worth while to look at.  If I run into any info on the situation, I'll post it here.  A work around is to disable the Power service, but then you can't edit when to sleep or anything.   When you disable the Power service, the temps, CPU rate, and power usage go back to normal. If you run into a solution, please post it here.

    I do not think that it is something we can do about it. It looks like more os related and i do not have the skills to look deeply into it due to not being a programmer...

    Another thing that i remember is that on my laptop even if cpu was at 1-2 per cent utilisation the clocks were at 4.5 ghz all cores and they would not get down...

    I think that microsoft should look themselves into it to fix it in next major update.

    How can we reach to microsoft?

    I was thinking about writing to level1tech and linus tech tips to see if at least Antony manages to simulate this situation and make a video about it......

    Still no suggestions.  Has anyone else experienced this issue with the fans and power running high?

    Sorry for a late reply but i didn't see this post before.

    Let's ignore all the clean fans, change termal face or add rgb advices.

    I do nit have a desktop running windows 10 but i have a laptop and my father has 1 too.

    I bought an asus vivobook on the 27th of july, it has a core i7 8565u and an mx 230. I co figured the system looked at temp and voltages with hw monitor and my pc idled in 35 C averege. Then i had the awful idea to upgrade to windows 1903. After the upgrade finished the fans wramped up and the system was idle at 50 C, yes 50C! No matter wat i did and no matter which power profile i selected it was 50 c with 1 2 % cpu usage. The voltages were strange, before the were around 0.6 V and after update they were at 1.1 v all the time! So i went back to previous version and everything became normal again.

    Yesterday windows force my father pc upgrade. It has an amd e2100 running at 1.0 ghz, and it's max temp under load( if we can call it load for 1 ghz) has always been 50c no matter what happened. Now after upgrade it idle at 58 C....

    This update is flawed
