I upgraded to windows 10 version 1903 a few weeks ago. Shortly afterwards I noticed that my fans were running extremely fast and my CPU temps per core were running in the mid 50s C at system idle. Previously they were running in the mid to high 30s C. Task Manager shows my CPU usage at 100%. I get things back to normal if I disable the Power service, but as soon as I enable it again, my fans begin to race and the temps go up. My system uses an ASRock motherboard with an Intel i7-8700k and an 8500 watt power supply. I use the Balanced power setting profile. Diagnostics for Power doesn't pick up anything and I can't find anything with Google for anyone with a similar problem. I had a similar issue a couple of years back, but it was caused by me using the High Performance power profile. Once I changed to the Balanced profile the problem disappeared. This time, the problem is occurring with the Balanced power setting. Any suggestions on how to resolve this would be appreciated.

Thanks for running this to ground. I started having this issue immediately upon applying the 1903 update to my poor, unsuspecting Surface Pro 6. I've disabled the power service as a work around. Will you be posting on this thread when the patch is available?
Alex_D00, Microsoft has admitted to knowledge of this problem during a chat with me. He stated that there will be a fix in the form of a patch. We can only wait.
yep going back is the only solution. Can you make a feedback in the hub of feedback and ask the other users you are in contact with to do the same and can you also open another thread on the forum asking for this problem? microsoft told me that the problem is not theirs and that they would not solve it unless many users start to write about this.
Yes I have noticed the since installing windows 1903 Pro my CPU and GPU are running about 20-30 degrees hotter than prior - so just to test this issue out I reverted back to windows pro 1803 and not surprising my CPU and GPU were running as usual - this is a windows 1903 issue otherwise there should not be a change - task manager showed some differences between both 1803 and 1903 but not enough to cause the fans to run more and temps to be that much of a difference - hopefully windows will have an update to resolve this as many people now are using larger computer with higher graphics and water cooling. Also please it would be nice to have these issue sent to the developers to review. My suggestion is to revert back to your previous update until windows has an actual fix for this issue - every gamer I have talked to which is quite a few have reverted back to previous 1803 or even earlier - thank you
This does not fix the problem. This is a work-around until Microsoft fixes the problem. Default setting for Power service is Automatic.
