2019-06-26T16:53:20+00:00 It doesn't matter if the file size is zero or not. However, since you completed the procedure and it didn't work, you should try System Repair, if you haven't done so already. If that too doesn't resolve the issue, you should perform a clean install of Windows.

2019-06-26T15:52:58+00:00 Problem isn't about that ****, problem is with the error : your pc run into a problem and needs to restart . So, help me fix that problem first then we should fix the chkdsk thing :D
All the troubleshooting responses so far has been based on your OP Cannot scan the pc using cmd
'Your PC ran into a problem and need to restart' is entirely a different/separate error and you should have opened a new thread for that.
Having said that, I'm assuming at this point you can't access/boot into you system.
The cause of this error could be a corrupt registry, corrupt system files, or corrupt drivers. To resolve the error you should try repairing your Windows installation (while keeping your files) or to undo the changes you have made to the registry prior to error appearing.
Find instructions on how to repair your Windows installation here.
If you still can't access your system, follow these steps to undo changes to the registry:Note: The recovery media you'll need for this process should be a CD/DVD not USB.
- Insert the installation drive you own or which you have just created and boot your computer. The initial screen will differ depending on the operating system you have installed.
- Windows Setup should open prompting you to enter the preferred language and time and date settings. Enter them correctly and choose the Repair your computer option at the bottom of the window.
- The Choose an option screen will appear so navigate to Troubleshoot >> Advanced options >> Command Prompt. Make sure you choose the Administrator account in order to continue!
- Type in the command below and hit enter, in order to navigate to the System32 folder on your hard drive:
CD Windows\System32
- Now, type(the first, hit enter, then the second, hit enter) the two commands below to switch over to the config folder and display the files and folders inside the folder inside Command Prompt.
CD config
DIR
- Check to see if you are able to find a folder called RegBack. It should be listed with a more recent date. If you locate it, type(the first, hit enter, then the second, hit enter) in the two commands below in order to navigate to this folder and list out its contents.
CD RegBack
DIR
- In the list of files which will appear, you should be able to see these basic five files. DEFAULT, SAM, SECURITY, SOFTWARE, and SYSTEM
- Now type(the first, hit enter, then the second, hit enter) in the six commands below
CD..
REN DEFAULT DEFAULT1
REN SAM SAM1
REN SECURITY SECURITY1
REN SOFTWARE SOFTWARE1
REN SYSTEM SYSTEM1
- Now type(the first, hit enter, then the second, hit enter) in the last two set of commands below
CD RegBack
COPY * C:\WINDOWS\System32\config
This will copy the backup files from the RegBack folder to the config folder, replacing the old, corrupted version of the registry with older files which should be able to boot your computer.
- A message will be returned stating that five files were copied successfully. Navigate back to the Troubleshoot menu and choose to turn off your PC. After it boots again, you should be able to access your computer normally once again.
