Experiencing a similar issue. I have a client that has primarily Microsoft Surface Pro's (Pro 5's). The Surface Pro's that have applied the 1903 update are having issues with DHCP coming out of sleep mode. They cannot get a DHCP address. Rebooting corrects the issue. Again, this is only on Surface Pro's that have the 1903 update applied. I have same model machines that do not have the 1903 update that work just fine.
Sleep not working since 1903 update. Support said that it was an issues with update. Has it been repaired?
Has the glitch with 1903 been resolved? MS support analyzed my system and determined that it was an issue with 1903. I was told that this was a recurring glitch effecting many other users and was advised a rollback until the issue was resolved.

I have had something similar before. The resolution was simple, i used my old buddy DriverMax which told me 12 drivers need update. I did not install the drivers one at the time, but after i had updated all drivers, the sleepmode once again function. :)
I somewhere read that the graphics was the most important part. I did upgrade the Intel Graphics 4600.
This is not an advert for DriverMax, and the tools is acutally free - but you can then only install one driver a day.

2019-08-25T04:19:56+00:00 1903 which cannot be uninstalled on my 2 cpu machine has crippled both SLEEP and USB.
Any USB storage device shows as read-only, and asks to bitlocker it.
So hearing that 1909 in this chat will be the only solution, is very disappointing. This bungle is extremely expensive.

2019-07-22T21:16:52+00:00 I have an HP Ryzen desktop and my sleep and hibernate functions have worked flawlessly until I installed 1903 Feature update. After the install, my sleep and hibernate functions locked up my computer, requiring a unplug reset.
I called Microsoft Support and their solutions was to roll back the update. All my power functions returned to normal after the roll back.
The next day MS offered me an AMD driver update, which I installed. I called them back and asked it the AMD update would fix my issue. They said yes. Wrong.
I reinstalled the update and the problem returned. I the did the roll back again, and the machine power returned to normal.
When is this issue going to be resolved?
For the last 4 weeks, 1903 upgrade was shown on my update page. I did not use it. Two days ago it disappeared.
Today, I called MS support again, to get clarification on this issue. I was told to stay with 1809 until 1909, when it will be fixed.
I'm disappointed as my machine ran faster with the update. I will wait.
