2019-08-20T01:08:44+00:00 I just want to state the issue keeps coming back after doing the DISM and SFC /Scannow fixes. Supposedly its an update issue and I hope Microsoft gets to it.

2019-08-15T03:54:35+00:00 Looks like Microsoft sux it again. Since build 1607 all the Windows Defender files show as corrupt, and the sfc /scannow states that it cannot repair all files. Total fail.

2019-08-11T18:38:59+00:00 My understanding is that WIN 10 keeps an image of all system files and this image is constantly changing with each featured update and service update as the changes in the build number indicates.
If the update does not go well the corrupted image can be corrected by the DISM utility with an "online" switch that will check the image that is on ones computer against the image on MS servers. After the image is corrected then one has to correct the files that are in use with the SFC /scannow command. I have read that one should use all 3 of the basic commands of DISM. It does not seem intuitive but I do it not knowing the case. Clearly looking for a corrupted image is not the same as repairing a corrupted image so I use all of the commands bellow in a DOS window and not a "Power Shell" window.
Dism /Online /Cleanup-Image /CheckHealth
Dism /Online /Cleanup-Image /ScanHealth
Dism /Online /Cleanup-Image /RestoreHealth
sfc /scannow
I use a DOS window because of an unrelated problem I had with Windows Defender, the cure for which was a command given to me by a MS expert which only worked in the DOS window as it turned out. This experience created for me a prejudice.
The redundancy of the DISM commands may seem like superstition however it is important to me to have a good image and un-corrupted files that are in use. I have never fully trusted online updates.

2019-08-10T16:57:13+00:00 Well lets just say that this may or may not work for some people but as far as I know it does. It worked for me you have to do DISM then SFC /SCANNOW.
Can you specify the DISM command you used to fix your problem. Just saying you ran it doesn't help anyone without the command you used/
DISM /Online /Cleanup-Image /RestoreHealth
sfc /scannow
You sometimes need to wait a few minutes, after running the above DISM command, in order for sfc to work normally.
