2019-07-13T04:37:15+00:00 If you can boot from Windows 10 install media, like on a bootable USB stick, do that. When Windows setup loads, use SHIFT-F10 to get a Command Prompt. Try running chkdsk C: from there. Maybe you are unnecessarily using chkdsk options that will always take a very long time, especially with large drives, if you select to re-evaluate bad clusters on the volume. NTFS is mostly self-healing now, so it is not that common to need to run chkdsk.
Try chkdsk C: /Xor chkdsk C: /spotfix .
If you don't have bootable Windows 10 install media, hold the SHIFT key while you select Restart. You should get a boot menu, with sub-menus that will get you to a Command Prompt, where you can run chkdsk.
If your PC is Legacy BIOS mode, you may have to first find which drive letter is being used for your usual C: in these modes, as the letters can temporarily change. UEFI usually manages to keep the usual C: volume as C:. Check if C: has both Windows and the Users folders to make sure that you are checking the volume you want.

Yeah I do understand running that many time sucks if you have 150 computers to maintain. but at least it is a solution :). But you can write a simple script to run it 10 times on every pc. That would not be a huge effort. It would just take time per computer

2019-07-11T13:44:17+00:00 But I already can say that several runs of SFC and DISM finally resolved the corrupted files. But that were at least 5-6 runs that were necessary to fix it for me. I also run chkdsk betwen the calls once on my main drive so this may also contributed to the solution.

2019-07-11T12:28:24+00:00 I think this is an issue that was introduced with one of the last montly rollouts. I'm still on 1809 and I have the same issue so this might not be an 1903 exclusive issue
