How to fix Event ID 455 ESENT error in Windows 10 V1903?

I am getting  Event Error 'ESENT-455' multiple times since updating to Version 1903-Build18362.175. 

Description: (copied from event error log)

"svchost (15692,R,98) TILEREPOSITORYS-1-5-18: Error -1023 (0xfffffc01) occurred while opening logfile

C:\WINDOWS\system32\config\systemprofile\AppData\Local\TileDataLayer\Database\EDB.log."

I found the thread at Web site, 'Known Issues for Windows 10 May 2019 Update version 1903'' addressing this specific problem, (https://www.tenforums.com/windows-10-news/133041-known-issues-windows-10-may-2019-update-version-1903-a-2.html#post1638963)

The found solution was," to go to Windows\system32\config\systemprofile\AppData\Local\

Create the folder TileDataLayer then inside that folder create Database folder."

This issue was evidently a known problem and is created most likely when Cleaning up the old Version 1806, which I did after an initial few days of trial with Version 1903.

I cannot find file  "C: \Windows\system32\config\systemprofile\AppData\Local\ when I run a search of "My PC', in Windows Explorer. Where am I supposed to look to find the file "Windows\System32\config\systemprofile\AppData\Local" , and how do I create new folders within that existing command (?)file,  and can this fix be explained more in terms a neophyte can understand, and will feel confident that I won't mess things up worse in trying to eliminate this recurring error?

I was having this same issue. Here's what I did to fix it (based upon some other replies in this thread):

Open a CMD shell as Administrator.

That started me off in c:\Windows\system32.

cd config\systemprofile\AppData\Local

mkdir TileDataLayer

cd TileDataLayer

mkdir Database

Since then I haven't seen the error message in the event viewer.

Type:

C:\Windows\system32\config\systemprofile\AppData\Local\

Hit Enter

Create the folder TileDataLayer

Open it then create another folder called Database

    I've been fishing for an OT response like yours for months now. Thanks so much.

    (1) If you spent $5600 per eye, I'd think you got multifocals (adaptive lenses);

         otherwise, it would be the monofocals (cures either near or farsightedness).

         Which was it & what brand (if you know)?

    (2) How long ago did you get them?

    (3) Do you feel their presence?

    (4) Are they fragile - afraid of a punch in the eye?

    (5) If they shift in the sac, will they be less effective?

    (6) Did they work at peak immediately?

    (7) Do you expect they will eventually fade in performance?

    (8) Do you still need glasses to do a crossword or read a computer screen?

    (9) Is there still a problem with glare?

    My left eye is practically useless, & I've been told the other needs it as well. But I was able to renew my driver's license for another six years, just don't get in front of me on a sunny day.

    I hope the moderators let this OT continue for a while! :)

    1. Total cost was for both eyes - long distance only. I just found a booklet from "Abbott" which talks about the "Tecnis family of IOLs". I presume I got that from the hospital and that is my brand of lens. Not 100% sure.
    2. 1 year, 11 months

    4. :) :) :) I tend to avoid fights
    5. No idea. I don't think they move.
    6. I had one eye done and 6 days later the other. The new eye showed how white the operating room floor was. The old eye showed it quite yellow. After both were done I could see the smallest branches on the trees at the top of a hill about a kilometer away. Never even noticed the trees before.
    7. The sac tends to heal itself and cover up the lens. I had YAG laser treatment a couple of months ago to cut a hole in the sac. All is crystal clear again. 
    8. I like sunglasses (it's bright here) so decided to get varifocal and photo-chromatic glasses before I had the ops. If multifocal and photochromatic replacement lenses were available, I might have considered them!
    9. Not any more - it was extremely bad with the cataracts. Driving at night was very dangerous.

    More OT:

    I have natural monovision. It cures both near and farsightedness; or more accurately, I have both near and far vision without glasses. Born like this.

    One eye is nearsighted - for seeing up close

    One eye is farsighted - for driving and distance.

    No dominant eye; they specialize.

    I can still drive with the nearsighted eye, but can't read license plates about 3 car-lengths away.

    The thing you lose, in theory, is depth perception. Well, I'm not going to get a nod from Major League Baseball - or the minors, so it's fine. Driving is fine. You have more cues for depth than stereopsis, which only works to about twenty feet.
