According to the description of the fixes in KB4497935 the bug with the USB devices should have been fixed, but it still does not allow updates with installation media on a USB stick.
Fix description:
"Addresses an issue that may cause an external USB device or SD memory card to be reassigned to an incorrect drive during installation. For more information, see "This PC can't be upgraded to Windows 10" error on a computer that has a USB device or SD card attached"
I tried to do an update with installation media build 18362.145 on a system already at 18362.145 and still gets the error message below:
Is there a fix yet for this bug in the v 1903 release ? Which build do I need to get this bug fixed ?
I know that I can work around the issue installing from a local drive.
Also if I try upgrading from1903 to a preview 20H1 build 18908.1000 using a USB stick the update completes without this message.
I hope we don't need to wait for 20H1 to get this bug resolved.

I had good luck with a 32 GB USB drive where 8 GB and 16 GB failed. Even with that, one system would not install until I removed an SD card.

Could you please tell what is the type and brand of the 32GB USB drive that worked for you ?
Apparently the installer is blocking only certain types of USB devices as you can see in my previous response to Pauli O.

Today I created 32 GB USB installer from official ISO (Win10_1903_V1_English_x64.ISO), build 18362.30 using Rufus.
Clean Install to empty HDD was OK, but when I restore old image of 17763 and try update it using that same 32 GB USB I get same error message as shown on you original posting.
P.S. After over one year of using SSD's I was "shocked" how slow those HDD's are.

Yes, there is no problem with clean install. The block of USB is only when upgrading an existing system.
I tried also with the 32GB USB and it made no difference.
Not sure what type of 32GB USB device Saltgrass tried, but it sure fails to upgrade with my 32GB Sandisk.
SSDs make an amazing difference with speed. I have an old Dell XPS 8300 that was getting too slow with the original HDD, when I installed an SSD for the operating system that machine came back to life :)

I just tried an upgrade from a different USB storage device and this one went through without the error message. Perhaps the trap of the installer doesn't recognize all types of USB storage devices.
This one that is not blocked is:
USB 3.0 SCSI Disk device. It is an mSATA 64GB device in a USB 3.0 enclosure.
The other ones I have that are blocked are:
SanDisk Cruzer USB Device (16GB)
SanDisk Ultra USB 3.0 USB device (32GB)

Perhaps the bigger USB sticks are detected as different devices and may not trigger the trap ?
I have two 32GB USB-3 sticks, I may just give it a try to see if that is the case....
It sure fails with 8GB and 16GB Sandisk USB-2 devices.
