Windows 10 Stuttering with new update

Okay, so I updated to the latest version of windows last night, and discovered an issue IMMEDIATELY. Every few seconds my screen/audio/EVERYTHING stutters for a split second. It doesn't matter if I'm watching videos, playing games, not doing anything, it stutters. I've double, triple, quadruple checked that 100% of my drivers are fully up to date, and that I have all of the latest security and graphics updates and made sure nothing needed downloading or updated at all. It still stutters. I've tried absolutely every solution I could find on the internet. Still Stutters. 

Where things get interesting is when I roll back the update to the previous one. It works perfectly fine with absolutely no stuttering. I went back to the new update, and the stutter happened again. So it is definitely the update that is the issue. But just to be completely sure, and hoping to rid the issue, I factory reset my PC and then reinstalled the update. Surprise surprise,  the stutter happens.

So what in the heck is the issue!? And is anyone else experiencing this problem? I'm worried I might be stuck with it until another month or two from now when Microsoft does their next decent sized update, and I need to solve this problem ASAP.

    My latency report showed high latency with storport.sys  I wrote what I did in my previous post.  I had nothing to lose seeing as I wiped my drive and reinstalled a half dozen times by the time I figured out the problem with my computer.

    Hi

    I'm am having the exact same issue.  I did a latency monitor report and m basically had the same results as you.  I am running a DJ software that now is freezing (audio and graphics).  Where you able to find a fix.  If so please share this.  Its driving me crazy! 😩

    try downloading latency monitor, I found the cause latency monitor showed a high disturbance caused by the networks driver. my asus pce n15 turned out to be the cause, had to buy a different networks card. I also had to change the ide ata/ahci controller driver to the standard one instead of my amd one. windows didn't want to accept working drivers from other providers so windows stress tests them all the time causing additional stutter.

    I have the exact same problem.  I have a Dell Inspiron 15 3000 Series Laptop (AMD A6-6310 APU and Radeon R4 Graphics).  The problem stated with 1903 and continues with 1909.  The mouse and all applications stutters.  I have updated the Bios and Drivers. The Dell diagnostic tool shows no issues with the hardware.  It appears to be a Windows 10 issue only.

    Updated an older PC to Windows 10.  Started getting intermittent buzzes in the sound, video would stutter, and mouse would skip.  Visited lots of forums over the past month.   Got lucky and this worked for me.

    Changed the configurations of my drives in the BIOS from raid to ahci.  

    Searched for how to change controllers and found this.

    Just changing the bios setting and starting windows, windows won't boot because the wrong driver is being loaded.  This changes next windows boot to be in safe mode.  Windows boots in safe mode and loads the drivers.  Restart as directed and Windows boots normally with the ahci drivers.

    Figured this out using latency monitor.  storport.sys showed high latency.  Reading around recommendation was to update drivers but everything was up to date using update driver and being an older PC there was nothing on manufacturers sites.

    Knew it was a driver issue and read somewhere i cant find now an offhand remark that the ahci drivers are updated more often than the raid drivers.  Tried it, got lucky and it worked.
