Okay, so I updated to the latest version of windows last night, and discovered an issue IMMEDIATELY. Every few seconds my screen/audio/EVERYTHING stutters for a split second. It doesn't matter if I'm watching videos, playing games, not doing anything, it stutters. I've double, triple, quadruple checked that 100% of my drivers are fully up to date, and that I have all of the latest security and graphics updates and made sure nothing needed downloading or updated at all. It still stutters. I've tried absolutely every solution I could find on the internet. Still Stutters.
Where things get interesting is when I roll back the update to the previous one. It works perfectly fine with absolutely no stuttering. I went back to the new update, and the stutter happened again. So it is definitely the update that is the issue. But just to be completely sure, and hoping to rid the issue, I factory reset my PC and then reinstalled the update. Surprise surprise, the stutter happens.
So what in the heck is the issue!? And is anyone else experiencing this problem? I'm worried I might be stuck with it until another month or two from now when Microsoft does their next decent sized update, and I need to solve this problem ASAP.

Method 1 fixed my issue! I was experiencing the stutter problem consistently every other second with both my display and audio, even when no applications were running. This problem would only happen after latest update of Windows 10. When I would roll back the update the problem would go away. Finally, with this solution I am able to run the latest update without experiencing the stutter problem. Thank you!
I found that changing my new Radeon rx580 to the original gtx760 cured the problem of stuttering. I think AMD Radeon have a serious problem that they cannot cure.
A pity because the Radeon gave me good frame rates. However Microsoft Flight Simulator was unplayable with stuttering, and choosing low to medium settings in the game was ok with the NvidiaI shall now save up for a good Nvidia graphics card, and.....hope for the best!
I've been having stuttering issues, however Latency Monitor numbers looked great. Average latency of 5-10 with some jumps to 50 once in a while. However, my PC has been having stuttering issues for a few months now and kept getting worse. I would be at a locked 60 fps in ANY game or window online, and have "micro stuttering" for no reason, but no dropped frames. I finally found out that it is due to the Steel Series audio engine for my Arctis Pro Wireless Headset. I think one of the windows updates caused a corruption with the steel series engine causing this issue.

I FIXED IT!! I knew it was a driver issue since in safe mode it's completely smooth. So i tried to update and downgrade a lot of different drivers and finally it was the AMD display driver that was causing the problem. I disabled it and it INSTANTLY stopped stuttering!! I had to downgrade it to Microsoft Basic Display adapter driver for now but at least it is buttery smooth now no more stuttering!
