Windows 10 Stuttering with new update

I see your image, I looked in Control Panel, Network settings and I do not see the same image you do. I DO see this on my laptop, but not on my desktop.

I have tried several things to stop the stutter. Goes away for a day or so, but then always comes back.

I feel compelled to reply to this. 

I tried probably 30 different things and multiple resets. None of which resolved.

My solution was to disable an old WLAN adapter that I don't use anyway.

When I do what I mention below the stutter goes away. HOWEVER, I am then unable to type in the search bar for Windows which is quite aggravating since I use the search bar a lot to find something quickly.  So, I pick and choose for the day. Watching videos, streaming, editing and don't need the search bar? Then do below... NEED the search bar go back in and adjust the setting back to "3".

I have had constant stuttering with my keyboard, mouse, and video watching [youtube] on a dell desktop computer since I upgraded to Windows 10. It's ridiculously frequent. As a graphic designer and video editor it was maddening. After hours of trying to figure this out and pouring thru "solutions" offered by the forum here I found this answer and it has helped.

Here is exactly what I did based on the information I found on the link above:

1. Right-click on the Start Menu Icon. Go to RUN and type regedit.exe and select OK.

Find the following entry by clicking thru the bread crumbs: [>]

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\TimeBroker] "Start"=dword:00000003 2. Right click on "Start"=dword:00000003" and click on MODIFY

Change the 3 to a 4.
NOTE: Before editing, the original value was 3. Set to 4 to disable. Just change the 3 to a 4 3. exit regedit and reboot your system.

No more stutter for me... works for now. For more information on what Time Broker does before you change this setting look it up online. Hope this helps.

Okay, so I updated to the latest version of windows last night, and discovered an issue IMMEDIATELY. Every few seconds my screen/audio/EVERYTHING stutters for a split second. It doesn't matter if I'm watching videos, playing games, not doing anything, it stutters. I've double, triple, quadruple checked that 100% of my drivers are fully up to date, and that I have all of the latest security and graphics updates and made sure nothing needed downloading or updated at all. It still stutters. I've tried absolutely every solution I could find on the internet. Still Stutters. 

Where things get interesting is when I roll back the update to the previous one. It works perfectly fine with absolutely no stuttering. I went back to the new update, and the stutter happened again. So it is definitely the update that is the issue. But just to be completely sure, and hoping to rid the issue, I factory reset my PC and then reinstalled the update. Surprise surprise,  the stutter happens.

So what in the heck is the issue!? And is anyone else experiencing this problem? I'm worried I might be stuck with it until another month or two from now when Microsoft does their next decent sized update, and I need to solve this problem ASAP.

Method 1 fixed my issue! I was experiencing the stutter problem consistently every other second with both my display and audio, even when no applications were running. This problem would only happen after latest update of Windows 10. When I would roll back the update the problem would go away. Finally, with this solution I am able to run the latest update without experiencing the stutter problem. Thank you!

Thanks for reply rj, I'll give that a go! Don't want to waste my RX580.
