Windows 10 Stuttering with new update

Okay, so I updated to the latest version of windows last night, and discovered an issue IMMEDIATELY. Every few seconds my screen/audio/EVERYTHING stutters for a split second. It doesn't matter if I'm watching videos, playing games, not doing anything, it stutters. I've double, triple, quadruple checked that 100% of my drivers are fully up to date, and that I have all of the latest security and graphics updates and made sure nothing needed downloading or updated at all. It still stutters. I've tried absolutely every solution I could find on the internet. Still Stutters. 

Where things get interesting is when I roll back the update to the previous one. It works perfectly fine with absolutely no stuttering. I went back to the new update, and the stutter happened again. So it is definitely the update that is the issue. But just to be completely sure, and hoping to rid the issue, I factory reset my PC and then reinstalled the update. Surprise surprise,  the stutter happens.

So what in the heck is the issue!? And is anyone else experiencing this problem? I'm worried I might be stuck with it until another month or two from now when Microsoft does their next decent sized update, and I need to solve this problem ASAP.

    I've been suffering from this for many many months, I updated drivers and firmware's like there was no tomorrow. I even bought several NIC's costing a fortune. But disabling the "Notification and Action Center" is what fixed it. I can not believe this is still the case to this day.

    I was having massive stuttering during network activity, so much so that if my downloads went above 600Mbps I could barely control my mouse. The whole PC was stuttering. But when I changed to my dual boot Windows 7 I had no issues downloading with 950Mbps with not a single stutter.

    Glad I could pass along the assistance. And weird that this seems to be something within Windows, since it doesn't matter if it's a Blu-Ray drive, a CD-ROM drive, nor which exactly make and model it is.

    Thank you so much!! I've been having the same issue and I don't have a Blu-Ray drive, but I disabled my CD-ROM drive and that fixed it!

    Thanks for letting us know! I was considering trying to update the Blu-Ray drivers too, but didn't want to risk going back to the way things were before because they were driving me crazy.

    +1 on the Bluray being the culprit. I found the thread you referenced on Reddit and it fixed the stuttering problem that has been plaguing my computer since the 2020H2 update.

    I'll add that at least in the case of my Bluray drive (LG WH14NS40 internal), upgrading the firmware allowed me to re-enable the drive without the stuttering coming back. They dropped a new firmware (1.05) 2020-12-21; mine was on 1.01 so probably overdue.
